Is a Raise in Bus Fares Justified?

This week's application by the owners of the Orange
City Transit Co. for what amounts almost to a 50 per cent
increase in revenue from bus fares points up a situation
which, to the best of the Leader's knowledge, no other
city.an the nation will permit. This is the matter of com-
mon ownership of supposedly competitive public trans-
portation systems.
The Orange City Transit Co. is the property of a
family which also holds a number of taxi permits and
operates the Star Taxi Co., one of the two major cab com-
panies here.
Many people here—and the Leader shares their view
—believe that a setup of this kind is not healthy. Anal-
ysis of factors entering into the city dads' consideration
of the request for a bus fare increase will disclose a few
of the reasons for 'this opinion.
The taxi firm and the bus company have a common
mantenance shop, certain employees who work for both
and various other overhead expenses which by simple
bookkeeping practices could raise or lower the net oper-
ating income of either organization. And there would be
no <vay for an auditor to determine whether the charges
were accurately made or not.
How then are the city fathers going to be able to de-
termine with any reasonable degree of accuracy whether
any operating statement of either firm is correct? And
without this knowledge how can they tell whether or
not an increase in fares is justified? #
And another possibility presents itself: Busses run-
ning a few minutes behind schedule during the periods
when people are trying to get to work could conceivably
cause many impatient individuals to hail the first pass-
ing taxi rather than wait for the bus and take a chance
on being late for their jobs.
The Leader does not suggest that the owners of the
Star Taxi Co. and the Onfoge City Transit Co. are doing
any of these things. Jt pimply points out that comSftii
ownership of the two transportation companies makes
them possible and that as long as they exist our city
commission cannot accurately determine whether either
firm is justified in asking for increased revenue.
Taking it a step further, the Leadfer and, it believes,
any further jump in faj-es for either system until the
situation is corrected.
