Doctor Starkloff has added fur-
ther impetus to the movement
having for its purpose the eradi-
cation of consumption. In his
annual report, which is about to
be submitted to Mayor Wells of
St. Louis the Republic says he
has discussed the subject from
the point of view generally ac-
cepted by all recognized authori-
ties on tuberculosis.
Setting aside consideration of
the views presented by Professor
Kooh before the British Congress
on Tuberculosis as to the noni-
dentity of human and bovine
bacilli, he has advocated precau-
tions and remedies that are ac-
cepted as sound. His report is
in line with the most advanced
thought on the subject, both as
to the of sources oontagionfand
remedial legislation.
Unpleasant as is the thought,
self-preservation requires that
persons afflicted with tuber-
culosis should be considered
dangerous. The prevalence of
the disease, either in an inoip-
lent or advanced form, has made
the public too careless of its own
safety. The fact that consump-
tive relatives and close friends,
still about their daily business,
are in touoh with the rest of the
world has deadened the alarm
whioh oommon sense remounds.
In asking that the Munioipal
Assembly deolare the disease in-
fectious and subjeot to the regu-
lations of the Board of Health,
Doctor Starkloff does not mean
that every home wherein there
may be a oase of consumption
shall be placarded.
But it is only right that per-
sons infected with tuberculosis
should be required to observe
rules that will protect the public.
It is agreed that the bacilli of the
disease oomes from the sputum
of the afflicted sufferer. Un-
til that source of infection is
controlled tuberculosis will con-
tinue to carry off more people
than any other disease.
Yet, until physicians and pa-
tients more fully realize their
duty to the public, ligislation on
ths subjeot will have but a par
tial benefit. As Dootor Starkloff
points out, it is difficult to obtain
exact statistics on the subjeot be
cause physicians very often hide
the faot from the patient that he
has consumption. Relatives of
the patient are the last to ac
knowledge the nature of the die
^ often beoause insurance
companies refuse to pay polioiee
held by sufferers from ouber-
oulosis.
Unfortunately, the nature of
the disease permits this decep-
tion. It is no infrequent thing
to see a patient in the last stagss
of tuberculosis hopeful of an
early recovery even when every
friend knows the inevitable out-
come. This is little less than a
crime against the community.
A patient in this frame of mind
will observe no legislation that
covers bis oase. There is need
for a higher degree of bravery in
the treatment of the disease and
on the part of relatives and
friends.

When a man once gets inocu-
lated with office virus it seems
almost impossible to ever effect a
cure. Many men hold office
temporarily and retire volun-
tarily, but the number is very

Hanna's administration will be on
trial in 1904 and he ought to ao-

The Democracy of Maryland in
its recent convention paid little
attention to side issues. In one
paragraph it voioed the senti;
ments of the party in this way:
"We, the representatives of the
Democracy in Maryland, do not
feel it to be necessary at this time
to do more in regard to national
issues than to reaffirm our stead-
fast allegiance to the cardinal
doctrines of the democratic party
as expounded by its illustrious
founder, Thomas Jefferson, and
our undiminished belief that ad-
herence to these dootrines will
best preserve in its original in-
tegrity and strength the consti-
tutional government established
by the fathers of the republic."
