of tho impending starvation of their

Whether the Governor overenti-
mates the want and misery existing
in Oregon, and which prevails so ex-
tensively in all sections of the coun-
try, or whether he attributes the de-
plorable condition to tho true cause,
it, must be admitted that there are
widespread suffering and want
among the masses of the people, and
the Cincinnati Enquirer contends
that there are causes within lrtiman
control which have produced the
disasters. Wo say within human
control, for the God of cations has
not visited our beloved land with
either war, pestilence or famine.
There is something radically wrong
in our financial and economic legis-
lation. It is not a sufficient explana-
tion that a want of confidence pre*
cipitated a panic which resulted in a
paralysis of business, closed up our
factories and turned wage-earners
