Twelve hundred newsboys,
boot blacks and miscellaneous
urchins belonging in Baltimore
were taken to one of the su-
burbs last Sunday by the Free
Summer Excursion Society,
and of course a thousand funny
capers were cut during the day.
Just before the boat started a
handsome carnage dashed up
to the wharf, and a polite po-
liceman sprang to open the
door. Amid a roar of laughter
five street gamins stepped out,
one of them remarking to the
policeman, "Perhaps us boys
ain't got no style." They had
prevailed upon the driver of the
carriage to take them to the
boat, and he had agreed to take
his pay in laughing at the dis-
comfittcd policeman.

Venezuela celebrates her
centenary July 24, 1883, by an
international festival on that
day, which is the one hundredth
anniversary of the birth of lluli-
var, the Liberator, and ending
August 2. The proclamation
of the national holiday in honor
of Bolivar, and the ensuing fes-
tival invites the United States
to join with Venezuela in the
celebration, and sets a part the
31st day of July to the exclu-
sive purpose of offering "admi-
ration and homage to the great
North American republic," by
unveiling a colossal statue of
Washington, "the father of the
great people who founded re-
publican institutions in the new
world as a model to the Span-
ish-American nations."

back public officers to the con
viction that they belong to the

is either the instrument of the

landoffice, the customhouse, are :

well alarm the lovers of free in-
stitutions when all the officers of
the several departments are spo-
ken of in high places as being

fess this grasping of the spoils

The Buffalo Express, a Half
Breed journal is not pleased
with President Arthur, and it
sighs for the past, "Had we a
President such as Garfield was,"
savs the Express, "capable of
making out a policy and pre-
senting it to congress in a strong
light, the record of the session
would undoubtedly have been
far different." Our esteemed
contemporary of Buffalo evi
dently forgets that Gen. Garfieh
served many years in congress,
and that he was a most con-
spicuous orator of the republi-
can party ; but whenever he un-
dertook to lead congress, or to
make out a policy, his attempt
was a conspicuous failure. No
man who has ever been promi-
nent in congress had so little
power to lead as Garfield. As
a practical man he was a bun-
gler and a blunderer.—N. Y.
