THK TERRITORIAL COURTS
The recent debate In the senate
over Indian territory matters
shows that the United States gov-
ernment is ready to make some
changes in its means of adminis
tertng justice there. The fat
times which Fort SnnUh, Wichita
and Paris have been having can-
not last much longer. Mr. Vest
shows the cost of these three
courts within the last three years
to be ♦ 1.895,000.
A thorough investigation of the
matter will either result in taking
the territory business entirely
away from these places or in es-
tablishing courts along the bor-
der nearest to the people affected
by them.
Had not Paris been so greedy
and had she consented to the es-
tablishment of another court at
Gainesville, this trouble would
nit have come up.
The biggest cost of the Paris
ourt comes from bringing crim5.-
ntls and witnesses from that part
of the territory tributary to
Gainesville. A court here would
have saved half the cost that the
Paris court has fastened upon the
treasury. Everybody going from
the Chickasaw country to Paris
must pass through Gainesville
and go 100 miles frrther to Paris.
Gainesville, fcince the comple
tion of the Rock Island, is as con-
veniently situated for a court for
the Chickasaw nation as any point
inside. It is at the border and
the Santa Fe runs through it. Par-
ties coming from points on the
Rock Island would pass through
Gainesville to reach Chickasaw
points on the Santa Fe.
Uutil the government gets
ready to give full jurisdiction to
the courts in the territory it is a
matter of both justice to the peo-
ple living iu the Chickasaw nation
and economy to the government
to have a branch of \he court at
Gainesville. It this is not done
Paris will soon lose the whole
thing, for the government will not
much longer stand the immense
cost of taking the Chickasaw
people there to attend court.

All this talk of democratic pa-
pers that no slight was iuteuded
to Speaker Crisp at the dinner of
the New York Reform club is
useless. But there is 110 need to
get in « huff over it. This club
is not and does not pretend to be
a democratic organization, and
certainly Mr. Cleveland is not re-
sponsible for what, happened |
there.
It is true the members of this
club are, or at least pretend to be,r
ardent admirers of Mr. Cleveland, I
and try to make the country l>e
lieve that they in some way epeak
for bim. But it is also true that
they have little part in the man-
agement of the New York democ-
racy, and many of them are not
democrats at all. The sturdy
democracy of the Union would
resent the idea that such mug-
wumps as E. Ellery Anderson
and Carl Schnrz were the politi-
cal advisers of the president-
elect.
These men no doubt are deadly
enem'.es of Speaker Crisp, as they
are of many other good demo-
crats. But their attempted in-
sult to him need not be taken to
heart. They are deadly foes of
Gorman, Hill, Cochran, Kennw,
Vest apd many other stalwart
leaders of the party. No signifi
oance should be attached to their
Blight to the speaker. They will
not control Mr. Cleveland's policy,
an 1 if tbty did his administration
would be a failure.
Whether it will be best to re-
elect Speaker Crisp we are not
ppjpared to say, but the demo-

Caswell has the air of a man who

Mrs. A. Goldstein and children
left yesterday for San Antonio to
ijoin Mr. Goldstein, who has been
there some time. They have not
sold their home and we ho'je they
will return.
