route to New Orleans relates to

in ascertaining certainly whether
or not it is lottery mail is that it
ia a violation of the law to break
open the mail matter, and until
the Taw is changed the authorities
are powerless to act in the matter.
The financial condition of
Gainesville was found by the
prosent administration in a rather
tangled condition. The city is
not heavily burdened with debt,
but it is out of money and a con-
siderably floating debt that is un-
provided for stares the new ad-
ministration in the face. We
think most of the people are op-
posed to increasing the debt; so
the only course left tho new coun-
cil is to make the expenses less
than the revenues and gradually
catch up with tho arrearages-

increasing the debt.

but too penurious and hide-bound
to spend any of it in the way of
improvement, or for the public
good whatever? What use would
he be to the city or county? He
would not be worth the hundredth
part as much to the community as
the poor man who spends his last
hundredor two dollars in tho pur-
chasing of a cheap lot and erect-
ing thereon an humble one-room
dwelling. The fact is, there are
some in this community who virtu-
ally belong to the genera first men-
tioned. They never have been of
any use to the country nor never
will, unless we call it a benefit to
have the poor farmer borrow their
ducats by putting a mortgage on
his property, at a rate of usury
that soon destroys the vital parts
by taking the pound of flesh near-
est to the heart.

ward the west. Its climate gives
it three crops to one of any other
section of the continent. It offers
more inducements to the surpus
wealth of the world than any oth-
er area cn the globe. When the
hum of the wheels, the roar of the
industries and the maelstrom of
its full developing energies break
forth, the west will be drowned
in the din.

a scientist. The occasion was the last
solar eclipse and tho ofbee in which it
occurred was under tbo management
of Maurice Minton. Telegrapic com
munication was established at various
points but returns came in slowly. A
noted professor of astronomy had
charge. Tho timo for going to press
was approaching, and from tbo sanc-
tum iu which tho astronomer was in-
stalled no copy was forthcoming. Fi
nally Mr. Minton came in and con-
templated (he professor, seated amid
tomes of scientific data, hard at work
on some abstruse calculation,
"Any copy yet, professor?—it's get-
ting late."
"My dear sir, I have not been able
to justify this calculation"
"But," interrupted Minton, "we go
to press pretty soon and must have
some copy."
No answer. The professor was deep
In his calculation.
In fifteen minutes the editor bounced
in again. There was no cop3*. Sev-
eral unopened telegrams lay by the
hand of tbo professor, who bad not
yet "justified" his calculation. Gradu
ally tbo paper was Glled up save the
space for tho eclipse stuff. There was
no more time to wait.
"Have you any copy, professor?"
