All accounts from Cuba agree in
one thine;— the vile and forbidding
chancer of the prisons where
luckless victims of Spanish suspi-

It is this consideration that makes
long detention without trial prac-

tence. For this reason the refusal
of the Spanish antborities to per-
mit the visit of our consular offi-

HANNA'S CONFIDENCE
GAME.
Mark Hanna's idea of a plat
form which will appear a solution
of the currency question in the
MoKinley system of protection in-
dicates upon his part a superb
faith in the credulity of the people
which would make him a prince
of confidence men if he turned his
energies in that direction.
Mr. Hanna proposes to offer the
assumption that McKinley pro
tection will create an ample reve-
nue, which will create a treasury
surplus, which will create so much
prosperity that the people will
never think of the currency ques-
tion.
This is a pretty assumption
which might serve as a vote catch-
ing platform if there were

system of protection on the gov-

disappeared, an annual surplus of
£100,000,000 was wiped out,
$98,000,000 in the gold reserve

a treasury deficiency was started.
It is a matter of general knowl-

ceded the stripping of the treasu-

President Harrison and his secre-

We have been groaning for fonr
