I think both you and Mr. Anderaon misapplied my report
■bow the engineer's estimate of the coat of water if and when
it may come. I have followed eagerly *U reports of the NAW
APA project, and the reports from the rear arch being done to-
ward the bringing some d the millions of acre feet of water
which annually pour into the Gulf of Mexico at the Southeas-
tern corner of Texas. 1 haw heard—or read an engineer's re-
pent, and! know of a wire expansion I haw heard in this high
and fry country, "Water is worth what it costs to get it,'' and
I heartily concur. We haw to haw water.
Re March is being done by several agencies, including the
USDA, the State of Texas, Texas Tech, and other organ na-
tions that are supported by taxes. But when the water project
begins to take shape, a water authority will be formed like,
for irutance, The Upper Colorado Water Authority, the Mid-
dle C. Airtbovity, the Lower Colorado, and other facilities
that required bond elections. Before any construction can begin,
bonds will hsw to be voted, and then finally when there is
water to dirtribtrte, the Gowxnor-appointed Water Authority
Committee anil contract for the distribution of water, and a
tax, a water tax, will be imposed. And if it is like some water
districts I know about, that water tax will be levied against
those who haw contracted, and the land will haw to be re-
sponsible for payment whether or not the owners use the water
Surely there was an error or misunderstanding about that
desert farm in the midst of an irrigation oasis out West. The
way 1 heard it, the certain man took the position that he didn't
want any of the irrigation water that was to come his way. After
the deadline,the tocxrt-sighted farmer decided he oould use the
the water, end went to the Authority and told that he had changed
his mind and wanted to get into the DISTRICT, The Atehority
told him gently but firmly that all available water had been
contracted for, and his application was denied. The govern-
ment did not leave him "high and dry," the Water Arthority
did not leaw him "high and dry," 1 think we can all agree
that his misfortune was his wwnfault—the result of poor judge-
ment. So let us not try to scare people to vote for the annex-
ation by telling them such adverse action can cause them to
