Mr. Wellborn Reports a Bill.
Washington, March 9.—Before
the committee on inter-oceanic canal
to-day, M. DeLesseps concluded his
explanation of the advantages of the
Panama route. He expressed grati-
fication at the tone of the president’s
message of yesterday, and said he
had telegraphed his son in Paris that
the message assured the salety of the
canal. Captain Eads read a paper
before the committee advocating his
ship lailway plan. He clained that
such a lailway would cost only one-
quiarter to one-half as much, as a
canal; could be budt sooner; would
transport more vessels and do it
faster ; was cheaper to maintain, and
could be constructed in localities
where the canal could not ship;
would float from a harbor into a
large cradle which would run up a
gradual incline to a railway with
twelve rails, over which it would be
drawn by steam-power. Any sea-
worihy vessel-would stand any stain
that it could be subjected to on this
railway. M. DeLesseps was highly
complimented by Mr. Eads on his
engineering achievement. He did
not wish to discuss the plans of
railways. It was not in his line.
Many such plans had been proposed,
but none executed. The committee
then adjourned. M. DeLesseps im-
mediately left for San Francisco.
State Debt Increased Instead of
Diminished.
Special to the Dallas Herald.
Austin, March 9.—Against the
$310,050 in the treasury on the 1st
of March there are only $127,000
deficiency warrants. Of this reve-
nue, from the year previous to 1879
and out ol it, one-fourth has been

while there has been retrenchment
in some particulars there has been

Jacksboro, March 9 —The N011!>-
west Texas Stockraisirs’ A'S ciation
has been in session in this place for
the last two dajs, closing its deliber-
ations this afternoon. One hundred
and fifty representative stockmen,
holding cattle in the country north
of the Colorado river and south of
the Red River and about twenty
railroad live stock agents and com-
missionmen from St. Louis ami

San Antonio. March 9.—A spe-
cial from Fort Clark reports that a
band of eighteen Indians were in
twenty miles of that place witli’wen-
ty-five horses, col’ected on the prai-
ries. General Stanley, commanding
at Fmt Clark, sent several companies
out alt -1 them this morning. These
Indians are fom Mexico, and are a
part of the ban 1 taken to the Ci y of
Mexico a year ago, which action on
the pait ot the Mexican government
induced a change of the order for the
American forces to cross the Rio
Grande. After the removal of these
Indians there was no further necessi
ty lor such an order. Since their re-
turn to the border last month they
ha\e killed about thirty Mexicans
and stolen much stock.

A Down Town Merchant.
Having passed several sleepless nights,
disturbed by the agonies and cries of a
suffering child, and becoming convinced

rial of delegates of the Indian tribes
of the Indian Territory, remonstra-
ting against the passage of the bill
to establish a United States court in
that Territory- In view of impor-
tant legal questions involved in the
subject, lie moved a reference of the

Mr. Garland opposed the memo-
rial ; the bill was before the senate
and its legal effect could be discussed
in the senate. If this memorial, and
various resolutions heretofore offered,
