the principal cities of this state, as
shown in the records of the state comp-
troller. After a careful review of the
figures we find El Paso to l>c the least
encumbered city on the list, according
to size and importance and in propor-
j tion to what it can show for the money
expended.
The bonded indebtedness of Galves-
ton, Aust in and San Antonio is not
registered, not. being required by their
charters and Is not contained in the
statement. This is estimated at ^1,-
230,000, or over a million each Mjgk. par-

To the prospectors, miners, mine and
claim owners of New Mexico, Ari-
zona and Western Texas:
The depression that exists through- '
out the southwest is due to tho unna-
tural depreciation of silver and to the
evil effects caused by that portion of
the alien act that prohibits the invest-
ment of foreign capital in mining pro-
perty in the territories. Tile object of
the southwest silver convention that is
to convene on the 15th day of Decem-
ber, 1891, in El Paso, Texas, is to dis
cuss and bike steps to remedy those
evils. No other subject but the silver
question and the modification of the
alien act will be entertained by the
convention, and all attempts to pervert
tho object of this mass meeting of
miners by the introduction of questions
foreign to the principles for which
it was called will lie suppressed. The
restoration of silver to its normal
value or parity with gold. 129.29, and
