The resolution was adopted by a
vote of <15 to 55 and is clairiied as a
victory -by the friends of Senator Bai-
ley. Provision is made for a commit-
tee to Investigate any charges that
may lie made against tin- senator. The

place, arid lias power to summon wit-
nesses.
The resolution was offered by Hal-
ley ’a friends as a substitute for the

in Juarez, it is doubtful if he would
