Only about 10 percent of Harris Coun-
ty's qualified voters are expected to
brave the anticipated wet weather to
vote in the Democratic Primary runoff
elections Saturday.
Bill Garton, the deputy county clerk in
charge of elections, however, expects the
turnout to be higher in the 18th Congres-
sional District, where there is a hotly
contested race to capture the party
nomination to succeed U.S. Rep. Barba-
ra Jordan.Garton first predicted a 16 percent
turnout in the 18th and "something like 8
to 12 percent in the other areas" for an
overall estimate of 14 percent. However,
he said probably a safer prediction -
"strictly from gut feeling and nothing
else" - would be 10 percent or about 85,-
000 Harris County voters.
He said he was hesitant to use absen-
tee voting figures as any indication' of
the turnout since this is the first runoff
election in which the county clerk al-
lowed absentee voting in seven court-
house annexes.
A total of 1,301 persons voted absentee
and another 376 asked for mail ballots,
Garton said. That is almost double theabsentee votes cast in the 1976 runoff
election.
Gene Hafele, a National Weather Serv-
ice meteorologist, predicted those who do
go to the polls here to cast their ballots
in 12 contests will face either heavy rain
or light showers.
The only statewide nomination contest
to be decided by Democrats Saturday is
between appointed incumbent John
Poerner and challenger Jerry Sadler for
an unexpired term on the Texas Railroad
Commission.
State Reps. Anthony Hall and Mickey
Leland are facing off in the 18th Congres-
sional District. Saturday's winner is al-

most assured of election in the Novem-
ber general election as there is no
Republican candidate.
There are two runoffs for the party
nominations to fill the Texas House seats
being vacated by Hall and Leland. Al
Edwards and Gerald Womack are vying
for Hall's 85th District, and El Franco
Lee and Norma Mims Watson are on the
ballot in Leland's 88th District.
Michael H. "Mike" Driscoll and Joe
Pentony are seeking the Democratic
nomination as county judge, and incum-
bent Hartsell Gray and challenger Walt
Vansickle are seeking the party nod for
county treasurer.
County Democratic voters also will be
deciding the party nominees in five judi-
cial contests, including: Ken Harrison
and appointed incumbent Bruce W. Wett-
man in the 247th Judicial District and
George Ellis and Charles J. Hearn in the
263rd Judicial District.There are reeonmy criminal court

Sanders for Cost No. 2; appointed
incumbent Alice 'Bonner and George R.

One Democratic race to be decided
finally Saturday is that between George
Q. Buch and Anne Greene for the chair-
manship of the county party. Buch, the
current chairman, won his post in a spe-
cial election of the county executive
committee.
The Democrats also will be called
upon to settle one contest for the execu-
tive committee post - in Precinct 29 -
and Republicans in Precinct 6 in Spring
need to go to the home of Betty Lee at
23716 Aldine-Westfield Road to select
their representative on the GOP execu-
tive committee.
Democrats will vote from 7 a.m. till 7
p.m. in the same places they did in the
May 6 primary, with six exceptions.
