Tinnin wants to serve district
Rick Tinnin, candidate for Place 7
on the Port Aransas school board, has
released the following statement.
"I have lived in Pott Aransas with
my wife, Lynn, since September. 1974
For the past 22 1/2 years, I have di-
rected the Marine Education Services
Program for The University of Texas
Marine Science Institute here in Port
Aransas. Lynn and I have two daugh
ters, Patricia, ninth grade, and
Stephanie. 7th grade
"I have served as a member of the
Charter Commission which wrote the
city charter, on the city council in
1981-83 and two, three year terms on
the PAISD board of trustees from
1989-1995 During my tenure with the
school board, the board was respon
sible for leading the district through
some very troubled times. Passage by
the Slate legislature of two versions
of the current “Robin Hood” plan had
lemble consequences for this com-
munity. Effective leadership on the
board by myself and others guided the
district through that crisis and led to
the hiring of Dr. Dale Kimball, our
current superintendent
"In my professional capacity , I have
been actively involved in all levels ol
education, including student programs,
teacher education programs, public
outreach, Elderhostel programs and
active educational research programs
I am completing my Ph D in science
education I feel that I can bring my
experience as an active professional
educator and parent ot two school
students to the board
"I played an active role in hiring our
current superintendent I rully support
Dr. Kimball and his vision for provid
mg effective educational programs for
our students as well as effective pro
fessional development opportunities
for our teachers
"1 feel 1 played a leadership role in
developing the new facilities and in
the successful bond election that will

tive learning for our children. Teach-
ers are agents of change in their class-
room. They are responsible for pro-
viding a variety of grade and age level
appropriate information, for using a
wide range of instructional strategies
and techniques that provide an equal
opportunity for each child to under-

have that with Dr Kimball and past
school boards Second, schools need
sate, effective, state of the art facilities
that provide the quality setting within
which opportunities tor learning can
take place tor all of out children. We
will have that completed and in place
by the beginning ol the tall semester
"And third, schools need effective
teachers No matter how old or how
new the building, oi how supportive
oi visionary the leadership, the class
member, the board decided to take a
more active role in the professional
development of our leaching staff. As
a result. Dr. Kimball developed a col-
lege level, professional development
opportunity for our faculty and ad-
ministrative staff. With district fund-
ing, this program provides our faculty
an excellent opportunity to continue
their professional development as edu
cators, exposing them to current edu
cational research and practices that
can help them become more effective
instructional leaders. I supported the
development of this program two years
ago and pledge my continued support
to this program it I am returned to the
board.
"I believe that I was an effective
member of the board lor six years I
played an active role in guiding the
school through several searches lor an
ef fective superintendent, through sev
eral versions ot the state mandated

well as playing a role m the develop
merit and successful passage of (In-
bond election which will provide new
educational space at the elementary
and middle school campuses. I took
two years off to complete iny Ph D in
Si tence Education Now . I would like
to return to the board ot trustees

knew that our three children would

ful of that fact, I have been active m
many community service groups
coaching soccer, basketball, and base-
ball; as secretary ot the Soccer League
board, and as a member of the Port
Aransas Youth Council board. All this
was accomplished while maintaining
a nationally recogrn/ed career as re
searcher at the University of Texas

"In spite of an active business travel
schedule. I rarely miss a community
service commitment or a school board
meeting I am very proud of my scr
vice record on the board The presi
dent is elected by the board, and my
colleagues have asked me to serve
three times in the past nine years. I
started the custom of one year presi
dential terms, because I wanted to pro
mote ownership of the board by all
members I also opened up the process
to the press and the community by
eliminating virtually all closed-door
sessions. I included staff in choosing
the current superintendent, which was
unheard of I have streamlined the
agenda so that meetings are efficient,
short, and productive.

four years Tins is due in part to my
hard work.economic savvy, and long
term experience with our budgets I
have been able to find loopholes or
exploit cracks in each f inance scheme
that helped save us money I’he legis
lature is .it it again I sincerely hope
they find a way to cut property taxes,
which are way too high However,
every time they meet and create a new
school funding program, it has hurt

Move to at-large elections withdrawn

A proposal to discuss changing the
method ol electing members of the
Port Aransas city council to an at
large basis father than by place was
withdrawn at a meeting Thursday,
March 20
Place 2 Councilman Scott
Stubblefield said he brought it up be
cause It only makes sense tor the top
vote-getters to get elected However,
he withdrew the proposal after learn
mg that it could not be placed on the
May ballot and would, instead, re
quire a special election
Chuck Borders, who has served on
the city's Charter Review Commis-
sion, told the council “We have a pro
cedure" to change the city charter and
it should be followed, which

replied that the procedure also allows
the council to propose changes to the
charter.
Place 5 ('ouncilwoman Mary Gold
smith said later in the meeting that too
much emphasis is put on the council’s
reliance on appointed boards and com
missions. While these advisory com-
mittees are in existence to assist the
council, the council is not. Goldsmith
pointed out, bound bv their recom
mendations.
Mayor Jim Sherrill told Stubblefield
that having gone through a similar
discussion as a member of the school
board, he learned that place elections
chaw more interest and voter turn out
as well as more candidates.
Currently, only the mayor is elected

Stubblefield said he will pursue the
change to al large elections in time for

Marlin Athletic Booster Club I have

opment of Roberts Point Park), and
the Spohn Memorial Hospital Board

involved with a multitude of issues
which affect the city and its residents
I feel like I have a lot of work left todo
which will improve the quality of life
for each resident and guest of Port
Aransas. Some of these issues which I
feel need to be addressed are the con-
tinuation of street and drainage projects
to alleviate the problems that many of
our residents experience during peri-
ods of heavy rains, the continued sup
port of our police, tire and Emergens v
Medical Service personnel, the devel
opment of the area know n as ( harhe ’s
Pasture, the resolution of the traffic
problems associated with Cotter Av
enue. Cut-off Road and the ferry loop,
the reorganization of the Parks and
Recreation Board to include represen
tatives in the arts and cultural area, the
continued development of projects to
bolsternaturc tourism in Port Aransas,
the construction of a goll course to
enhance the tourist industry which is
so vital to our community, the con
(inuationof efforts to annex areas south
if the existing city limits, the dev elop
ment and implementation ot a master
plan for the city, the institution ot
policies w hich would cause power and
phone lines long the major arteries ol
Port Aransas to be placed underground,
and to support polices which would
encourage beautification projects
along these major arteries w Inch form
the front door to our city
"I believe the issues which I feel
need to be addressed in the next sev
eral years will benefit the citizens and
guests of Port Aransas, will improve
the economic base in Port Aransas and
will improve the quality of life for all
citizens and guests in Port Aransas If
you feel like these issues are important
to Port Aransas and its citizens and
that they will benefit you, then I would
ask that you support me in my ef fort as
I seek re-election to the city council
