created by club
A Pori Aransas flag, designed
and made by the Pori Aransas Garden
Club will go on sale during Port Aran-
sas Days, Audrey Manning announced
at the city council meeting Thursday,
Aug. 17.
Manning asked and received the
city’s permission to use the city seal
on the flag.

artwork. The flags will bcsilkscrcencd
by Mark Creighton.
Manning said200of the 16"x24"
flags will be made and sold for $20
each during Port Aransas Days.
The proceeds will be donated to
Roberts Point Park.
The flags will be suitable for
display on boats, at homes or busi-
nesses. They’ll be bound and feature
an eyelet to accommodate hanging.
Norton completes
recruit training
Marine Pfc. Jon J. Norton, son of
James J. Norton of Port Aransas, has
completed recruit training at Marine
Coqts Recruit Depot, San Diego.
During the 13-week training cycle,
Norton was taught he basics of battle-
field survival. He was introduced to
the typical daily routine that he will
experience during his enlistment and
studied the personal and professional
standards traditionally exhibited, by
Marines.
He participated in an active physi-
cal conditioning program and gained
proficiency in a variety of military
skills, including first aid, rille marks-
manship and close order drill. Team-
work and self-discipline were empha-
sized throughout the training cycle.
A 1984 graduate of Port Aransas
High School, he joined the Marine
Crops in March 1989
Homeport talk

Aransas today (Thursday, Aug. 24).
Scott is director of Homeport at
Naval Station Inglcsidc.

Mr. and Mrs. Thomas Lee Hadden of Aransas Pass announce
the engagement of their daughter, Michelle Lanee to Layne
Houser Lueckemeyer. The prospective groom is the son of
Mr. and Mrs. Jerry Wayne Goble of Ingleside and Allan
Stone Lueckemeyer of Mathis. The bride-elect is the grand-
daughter of Mrs. Harold Lister Jr. of Port Aransas. The
couple has set Saturday, Sept. 16, as their wedding date at
St. Mary's Star of the Sea Catholic Church in Aransas Pass.
Proposed budget due hearing
City holds tight on tax rate
Port Aransas city officials are
proposing to hold the tax rate to 47-
ccnts on a budget that is $ 11,009 over
last year’s budget.
A public hearing on the pro-
posed budget has been set for 7 p.m.
Thursday, Aug. 31, at city hall.
The tax rate has held at 47-cents
per S100 valuation since the 1984-85
fiscal year while net property valu-
ations have fallen from a high in 1987
of $308,822,674 to a total of
$292,065,465 in 1988. This year the
net valuation is $283,812,783.
City Manager Gordon Beck, in
a cover letter to the council that ac-
companied the final draft of the pro-
posed budget, said the budget “re-
flects a continuation of efforts to
maintain an adequate level of serv-
ices, continue the sirect improvement
program by seal coaling recently re-
constructed streets, initialing construc-
tion of Roberts Point Park and estab-
lishing an Economic Development
Fund” from which the council can
appropriate funds for specific proj-
ects.
Among those special projects
that are expected to draw attention arc
the possibility of annexation south of
the city, the start of cruise ship opera-
tions, development of a municipal
gold course, and completion of
Roberts Point Park which will be
funded in part by a $750,000 match-
ing funds grant from the Texas Parks
and Wildlife Dept.
About 51 percent of the general
fund is for capital improvements and
equipment, $89,244 of which is for
the seal coating program, and
$1,436,123 is for Roberts Point Park.
The general fund represents an
11.5 percent increase over expendi-
tures made last fiscal year.
Beck said substantial increases
have been experienced in health in-
surance (40 percent), workers com-
pensation insurance, and merit in-
creases. The budget includes increases
in supplies and services and purchase
of capital equipment.
Beck offered a summary expla-
nation of more significant changes in
the budget.
Among his notations were an
8.78 percent inu eu.se in the cost of the
garbage collection contract with
Browning Perris Industries (BFi). An
increase in collection rales effective
with the new budgeton Oct 1 will help
offset those increases. (Sec story else-

collection rates.)

the city manager from $60,513 to
$65,129.
The city secretary’s budget was
boosted by 16.59 percent to cover a
salary increase from $22,131 to
$24,164 and to cover the cost of a run-
off election should it occur.
Computer and software for util-
ity billing increased the finance
department’s budget by 14.88 per-
cent and the police department’s
budget got a six percent increase to
cover inflation.
Consumable supplies boosted
the volunteer fire department’s budget
by 11.09 percent.
Capital expenditures increased
the public works department budget
by 28.58 percent while the building/
planning department is budgeting for
a 11.76 percent increase for consum-
able supplies.
A projected replacement of
major air conditioning units increased
the public building budget by 16.25
percent.
The harbor enterprise fund is
down 410.68 percent because of
improvements made last fiscal year.
Copies of the budget arc avail-
able for examination by the public at
city hall. Public comment is invited
during the hearing Aug. 31.
