says a number of informal caucuses
have been held by the souther 1 re-
publicans during the past day or two,
and they have, with lew exceptions,
expressed a determination to do ev-
erything in their power to prevent
the recognition and success of the
Nicholls and Hampton governments.
Should they fail in this, as is now
believed to be probable, they will,
or at least they say they will,change
the political complexion of the up-
per house ot congress by voting
against the admission of Mr.
Kellogg, from Louisiana, and Mr.
Corbin from South Carolina.
Mr. Blaine now favors a new elec-
tion in South Carolina and Louisi-
ana. He takes this ground, as he is
quoted, in view of the possibility that
the president may not recognize
Packard and Chamberlain.
Senator Bruce, of Mississippi,
suggested to the president, who
granted him an interview, that the
best way out ol the complication in
NEW HAMPSHIRE.
