CALDWELL — Jennie Darlene (Loyd) Fritcher, at 10
a.m. at Masonic Cemetery in Caldwell. There will be
a memorial service at the Caldwell Church of Christ
directly following burial.
COMANCHE — Melba Jean (McGinnis) Murphree, at
2 p.m. at First Baptist Church of Comanche. Burial in
Oakwood Cemetery in Comanche. Comanche Funeral
Home. Funch at noon prior to the services at First
Baptist Church.

have been put into place, Brownwood police officer and
school resource officer Fred Bastardo said in a press re-
lease. Updated and additional emergency plans related to
“natural and man-made disasters” have also been put into
place, Bastardo said.
Bastardo has worked with each Brownwood campus
and has coordinated efforts to make sure campus person-
nel, the Brownwood Police Department, first responders
and parents “are on the same page when it comes to how
an emergency will be handled,” Bastardo said.
The district now has designated evacuation sites as
well as “reunification sites” that will be broadcast over
several media outlets to tell parents how to find their chil-
dren in an emergency, Bastadro said. There are plans for
four drills this school year with different scenarios.”
The newly published information also includes detailed
lockdown and classroom procedures as well as clarifica-
tion regarding how and when parents will be notified in
an emergency. The Brownwood district has in place an
e-alert system that can send emergency information via
email or text message to those who are signed up. Par-
ents can sign up for those alerts by creating an account
on the district website (http://www.brownwoodisd.org/
register).
Beginning this year, the district will send out test e-
alerts on the first Monday every other month (starting
Sept. 2) to ensure the system is working correctly.
The revised emergency response procedures are also
available on the Brownwood ISD website at www.brown-
woodisd.org/emergency, or under the “Parent Info” tab
on the homepage.
The Brownwood district follows the National Incident
Management System (NIMS) guidelines and the Texas
Unified School Safety Standards developed by the Texas
School Safety Center and makes adjustments to keep with
the most recent school and safety procedures, Bastardo
said.
“The last safety audit showed the district was within
acceptable standards,” Bastardo said.
Superintendent Dr. Reece Blincoe said he feels good
about the plans the district has put in place. He said
Bastardo has done a great job working with the district
ensure safety policies are up-to-date.
“We worked closely with the police department to en-
sure we have the proper emergency procedures, and I am
very appreciative of all they have done for us,” Bastardo
said.
FUNERALS AND OBITUARIES
Foren D. “Cy” Rainbolt
passed away Monday, Aug. 26,
2013, in Brownwood.
Cy was bom Aug. 8, 1921,
in Drumwright, Okla., and
was raised in the oil fields of
Oklahoma. When World War II
began, Cy enlisted in the Army
Air Forces and became a Flight
Officer and pilot in the 5 th
Combat Cargo Squadron serv-
ing in the South Pacific. He met
the love of his life and wife,
Lillian “Skip” Strack, during
officer training at Bergstrom
Air Force Base in Austin. At
the end of World War II, he
returned to Austin where he and Skip made their home.
Cy will always be remembered as kind, generous, depend-
able, loving and hardworking. He was always there to help
anyone in need. Personal inconvenience was something Cy
never considered. If you needed help, he was there. Nothing
was more important to Cy than his family. Everything he
did was with his family in mind. Cy loved to fish and hunt.
Many of his enjoyable moments were in a fishing boat or on
a deer stand.
Cy worked in the communications business for more
than 38 years. After retirement, he enjoyed spending time
with his grandson, Colby. They spent many days together
fishing, hunting and enjoying life. Cy loved his lake house,
and in later years he and Skip
spent most of their time at
Fake FBJ. He had a special
group of friends who came to
his lake house every morn-
ing for coffee and friend-
ship. Recently, Cy moved to
Brownwood to be closer to his
daughter. During his time in
Brownwood, Cy enjoyed living
at The Chatfield. His family
would like to express their
deep appreciation to the staff
of The Chatfield for their out-
standing care and friendship.
Cy was preceded in death by
his loving wife and companion
of 62 years, Lillian “Skip” Strack Rainbolt; brother, Troy
Rainbolt; sister, Phyllis Johnson; and sister, Bernice Reed.
Left to remember and miss Cy are his daughter, Sharon
Clark and her husband Doug Clark of Brownwood; grand-
son, Colby Loren Clark and his wife, Kristin Clark of Austin;
and great-grandson, Caden Clark of Austin.
At Cy’s request, there will be no service. Cy asked those
who knew and loved him to do a good deed in his memory.
There was no better son, husband, father, grandfather,
great grandfather or friend than Cy. Condolences for the

CARE residents create birthday
cards for Headstart children

In celebration of Joyce Clyde Hall — founder of
Hallmark Cards, residents from CARE Nursing and
Rehabilitation along with residents from the apart-
ments spent Thursday making birthday cards for
the Headstart programs in the area.
“Cards connect people in such an amazing way,”
said Jodie Armstrong, “Think, once again, about
the cards you have received in your life. Which
ones meant the most to you? When did they come?
Who did they come from? What made them spe-
cial?”
Central Texas Opportunities doanted all of the
cardstock for the residents to create the cards and
provide the residents with the first names of the
children enrolled in the program.
“Cards and notes can really encourage people,
I firmly believe that it is a ministry to encourage
with love and passion by not only a card every now
and then but a smile and a kind word,” Armstrong
said.
According to Armstrong, the Care Nursing and
Rehab residents have been excited about the
project for a couple of months and we were happy
when craft day arrived.

some of the strongest men
in the world to our church
was one we just could not
resist.”
Crenshaw said the group
often sparks “a fire of evan-
gelism within churches. ...
but there is a big entertain-
ment element to it too and
kids just are blown away
with their show of strength,
power, speed, motivation
and inspiration.”
