The familiar Guardian EMS ambulances will soon be
operating with a new name and a new look, following their
merger with Georgetown-based Allegiance Ambulance.
Allegiance CEO David Phillips said the existing local
management structure will remain intact, but with fewer
responsibilities in the time consuming accounting functions
and an increased operating budget.
Ross Bradley of Guardian and Phillips, speaking in inter-
views last week, described the benefits of the merger with
the Guardian organization in small markets.
This is the kind of niche market that nobody else could
seem to make work, Bradley said. Look at the history of
Brownwood prior to Guardian, where there were, I think, 13 CONTRIBUTED PHOTO

Brown County Commission-
ers agreed Monday to assign the
county s contract with Guardian
EMS to a company called Alle-
giance Ambulance after repre-
sentatives of the two companies
said Allegiance is acquiring
Guardian.
Commissioners had no trouble
agreeing to assign the Guardian
contract to Allegiance, but a deci-
sion on another request from the
two companies wasn t as easy.
Ross Bradley of Guardian and
David Phillips, CEO of Allegiance,
asked commissioners to grant a
five-year contract extension to
Allegiance, with no change in the
$11,124 monthly subsidy Guard-
ian has been receiving from the
county including contribu-
tions from Brownwood, Early
and Bangs.
The original contract provided
for two five-year extension op-
tions, one of which remains.

Brown County Commissioners
Court members voted 3-2 Monday
to require a petition signed by 5
percent of the county s registered
voters before taking the issue of a
property tax freeze, for residents
65 or older and/or the disabled, to
the ballot box.
Commissioners briefly debated
whether to choose that option or to
implement the tax freeze outright.
Members of the Texas Silver Haired
Legislature brought the issue
before the commissioners court on
April 21, on May 12 and on Mon-
day, citing a 2003 state constitu-
tional amendment that allows most
taxing entities to cap the taxes for
those groups.
Commissioners split vote fol-
lowed a motion by Precinct 3 Com-
missioner Wayne Shaw for com-
missioners to implement the tax
freeze themselves. After a second
by Precinct 2 Commissioner Joel
Kelton, those two commissioners
voted in favor. But Precinct 1 Com-
missioner Gary Worley, Precinct
4 Commissioner Larry Traweek
and County Judge Ray West voted
against, sending the matter to
voters provided the petition with
the required number of registered
voters signatures is obtained.

Commissioners in their May 12
meeting had unanimously agreed
to place the matter before vot-
ers without requiring a petition,
believing the 2003 constitutional
amendment gave them the author-
ity to do so. West said he had relied
on information provided earlier by
members of the Silver Haired Legis-
lature, but he learned later that the
constitutional amendment did not
give them that authority.
When Byler appeared before
commissioners on April 21, she
said Brown County could become
the 74th Texas county to enact
the property tax freeze for those
over 65 and/or the disabled. As
of March 25, taxes had also been
frozen in 119 cities and 15 junior

Deputy crawls under house to serve woman warrant

Sheriff s deputies served
a warrant on a wanted
woman at a Brownwood
home, but not without
some effort: they tried for
an hour to coax her out
from her hiding place un-
der the home, then deputy
John Gramling entered a
crawl space in a bedroom
closet, located the woman
and escorted her back
through the crawl space.
Deputies had also de-
ployed 2 1/2 cans of pep-
per spray through the crawl
space before Gramling was
able to locate Lilly Maxwell,
23, under the home. Max-
well was arrested on a mo-
tion to revoke probation for
possession of a controlled
substance and on new
charges of resisting arrest
and evading arrest, Brown
County Jail logs state.
According to investigator
Carlyle Gover s report:
Gover and investigator
Vance Hill went to a home
in the 1700 block of 11th to
serve the warrant on Max-
well. Gover saw Maxwell s
car in the carport, but no
one answered the inves-
tigators knock. A family
member arrived and let the
investigators inside, where
they searched with the
assistance of Brownwood
police.
After locating the crawl
space, deputies learned
that a man identified as
Selso Martinez, who had a
pardon and parole war-
rant, was under the home.
Martinez, 29, surrendered
without incident.
