Dear Friends:
There has been a definite
slowing down of action in the
House the past week. One of
the factors was the unfortunate
death of Rep. E. A. Kennedy of
New Jersey which resulted in
the loss of one entire day. We
are now working on the District
of Columbia Apporation Bill and
will not complete it until some
time next weelc. We had hoped
to pass it this week.

As I explained once before
Congress sits as the City Council
for the City of Washington (the
District of Columbia). The
District Appropriation is similar
to the budgets of our cities and

funds belonging to the District
itself. However the United!

tributing $5000000 per year of
the 45000000 spent by the

Housing Adminstration (F. H.
A.) will provide money through
a guarantee of private loans to
anyone who can pay 10 of the
cost of a city home and the
United States Housing Author-
ity (U.S.H.A) will put up 90
of the cost of large scale low
cost housing projects (slum
clearence) whereever the locality
will make provisions for the re-
maining 10. As I see it .this
just about covers the field so
far as urban homes are con
cerned.
My hope now is not only that
our city people will avail them-
selves of the opportunities offer-
ed but' that we here in Congress
may be able to secure for our
rural people the same liberal
aid from the Government in the
purchase of a home. Home
ownership is fundamental to
the perpetuity of our Govern-
ment and especially is thi3 true
of farm homes. I think the
Jones-Bankhead Bill of last year
was a step in the right direction
but I expect to support not only
I greatly increased appropriations
for an extension' of this program
of tenant home ownership but
I want this Congress to extend
to farm homes tho same benefits
of guaranteed loans that it has
made available to our city people
; We may be several years in at-
i i-i"g this goal but I am start-
.'ng to campaigning maw and
1 1 feel sure that sooner or later
a majority cf Congress and the
President will agree ..thflt W
must help every group of our
people to become home owners.
