Commissioners give sheriff a
raise; approve budget, tax rate

In swift order Monday, September
17, the Rains County commissioners
made four modifications to the pro-
posed FY 2007-2008 budget as drafted
and filed by County Judge Joe
Dougherty then adopted the budget and
set the tax rate.
Most popular with the public that
was present was the modification that
gave Sheriff' David Traylor the increase
in salary that he had requested and was
overwhelmingly approved by the
salary grievance committee on Septem-
ber 5.
Commissioner Bob Sisk made the
motion, seconded by Commissioner
Gary Bishop, to give the position of
sheriff an increase of $5,335.08 to
bring his base salary to $37,335.08.
The motion was approved with all
commissioners voting yes.
Sisk’s second motion died tor lack of
a second. He proposed a decrease of
$6,000 in the commissioner's salaries -
a sum that was once paid for travel
expense but was folded into the com-
missioner’s salaries nine years ago.
Sisk followed the failed motion by
saying that he did not believe that the
commissioners should have to "use
their personal vehicles and buy their
own gas to do county business and run
county roads.’’
He added that he would prefer to
decline the salary increase of $4,448.00
as proposed in the budget and have an
a 11owance <>f $300 or $350 per moilth
as vehicle expenses. "We are still obli-
gated. even under the Unit Road Sys-
tem. each of us are required to run
county roads and monitor maintenance
going on on those roads," he said.
Commissioner Bishop liked the sug-
gestion and added that he could support
$300 or $325 per month
Commissioner Jim Painter said he
would like to see the commissioners
decline the proposed $4,448.00 pay
increase.
Following further discussion and a
little calculation, Sisk made a motion
to modify the proposed budget to
decline the commissioners’ pay
increases and add $300 per month for
vehicle expenses for each commission-
er. The motion was seconded by Bish-
op and approved on a 3-1__vote with
Sisk, Bishop, and Commissioner Her-
schel Bullard voting yes and Painter
voting nay.
The commissioners' base salary will
remain at $27,552.00 and each will
receive $3,600 per year for expenses
Next, Sisk placed up for discussion
the salary of the deputy clerk in the jus-
tice of the peace office.
At the time County Judge Joe
Dougherty presented his budget to the
commissioners on August 23. JP Don
Smith requested that the salary of his
deputy clerk be brought in line with
other deputy clerks and cited several
reasons for his request including that

10-acre
exemption

The Rains County Commissioners
Court upheld the state approved 10-
acre exemption on septic systems
installed in the unincorporated areas of
the county at its regular meeting
Thursday, August 13, 2007.
The action followed a public hearing
in which only one citizen, Angela
Franks, chose to speak.
Commissioner Bob Sisk said he sup-
ports the county removing the exemp-
tion and made a motion to that effect.
The motion died for lack of a second
and no further action was taken, leav-
ing the exemption in place.
According to discussion, the only
difference between allowing the 10-
acre exemption and removing the
exemption is that property owners
would be required to obtain a permit
before installing a septic system on
their property.
Addendum Agenda
In an addendum item to consider the
recommendation from the salary griev -
ance committee regarding the griev-
ance filed by Sheriff David Tray lor, the
court tabled action until the next agen-
da.
On Wednesday. September 5. the
salary grievance committee over-
whelmingly recommended approval of
Traylor’s request for a salary increase
of $6,390.08 to bring his total base

ESD adopts $540,000 budget; keeps tax rate

Following a public hearing, the
Rains County Emergency Service Dis-
trict board of fire commissioners
adopted a budget of $539,566.00 for
FY 2007-2008 and funded it by setting
a tax rate of $030 per hundred-dollar
value.
The tax rate is the same as last year
but will raise more money due to the
increase in countywide valuation.
Ad valorem tax money is the only
source of revenue for the ESD, which
provides emergency ambulance service
and fire protection coverage to the
entire county. The bulk of the ESD
budget goes to toward providing that
coverage.
Champion EMS. which is currently
providing ambulance service under a
five-year contract, receives $10,000.00
per month for a total budget expense of
$ 120,000.(X).
The Emory Volunteer Fire Depart-
ment, which reported 30 members on
its roster, provides fire and emergency
protection to the majority of the county
and was budgeted $133,065.00 to be
paid in 12 monthly payments of
approximately $11,088.75. Operation
of EVFD Station #2 is included in that
budget allocation.
The Point Volunteer Fire Department
provides fire and emergency coverage
in the second largest area of the county
and was budgeted $104,752.00 to be
paid in monthly payments of approxi-
mately $8,729.33. Just like EVFD, the
operation of PVFD #2 is included in
the budget amount. The department
reported 22 members on its roster.
The East Tawakoni Volunteer Fire
Department, which reported 14 mem-
bers on its roster, provides fire and
emergency service to the smallest area
of the county . A sum of $45,299.00 was
budgeted to that department to be paid
in 12 monthly payments of approxi-
mately $3,774.92. ‘
Another large expense for the ESD is
the payment to the Rains County
Appraisal District for its share in
CAD’s budget
Since the ESD is countywide and the
cost for collecting taxes is based on the
number of parcels in the entity's taxing
area, the ESD will pay approximately
$19,000 just for collection Although
there was some confusion Thursday
night concerning exactly what the
appraisal district’s final cost will be, it
was estimated that $47,364.00 would
be needed to be budgeted. Payments
are made quarterly to the appraisal dis-
trict and will be approximately
$11,841.00.
Other budgeted items included train-
ing and dues, attorney's fees, office and
equipment, and annual audit. An
expense of $35,000.00 was budgeted
for insurance and $45,000.00 was bud-
geted into a contingency fund.
Future Training/
Paid Firefighters
The fire commissioners discussed a
project to allocate revenue to develop a
fire training facility in the county
and/or set aside funds for paid firefight-
ers for the county.
Board president Jim Harris reported
that carryover funds have accumulated
over the past several years that are
available to establish either one or both
of the projects.
Working from the most recent bank
statement available dated August 31.
2007, Harris said a balance of
$256,791,84 existed. He then deducted
several payments due in September and
the first of October, leaving a fund bai-
