A public hearing and the quarter-
ly meeting of the board of commis-
sioners of the housing authority of
the city of Point, Texas, will be held
at the community room of the hous-
ing authority located at 212 Avenue
A, Point, Texas, at 7:00 p.m. on
March 21 to consider and take all
necessary action upon the follow-
ing:
1. Public hearing to receive comments
on the Point Housing Authority
annual and five-year plan for fiscal
years 2000 to 2004
2. Review and approve Point Housing
Authority annual and five-year plan
for submission to U.S. Department
of Housing and Urban Development
(HUD)
3. Public forum.

4. Read and approve minutes of prior
meeting(s)
5. Review and approve financial
reports

6. Open and review bids for lawn care
for main facility. Commissioners to
accept or reject bids as desired.
7. Open and review bids for lawn care
for four vacant lots. Commissioners
to accept or reject bids as desired.
8. Discuss and take any necessary
action in regard to letter from
mayor of city of Point requesting
following documents from the
chairperson of the Point Housing
Authority:
a. Copies of current budgets for
Point Housing Authority “HUD”
Apartment Complex, supervised
by the U.S. Department of
Housing and Urban Development
(HUD), and for Point Housing
Authority “USDA” Apartment
Complex, supervised by the U.S.
Department of Agriculture/Rural
Development (USDA/RD).
b. Copies of inspection reports for
Point Housing Authority “HUD”
Apartment Complex, supervised
by the U.S. Department of Hous-
ing and Urban Development
(HUD) and for Point Housing
Authority “USDA” Apartment
Complex, supervised by the U.S.
Department of Agriculture/Rural
Development (USDA/RD).
c. Copies of recent audit reports for
Point Housing Authority “HUD”
Apartment Complex, supervised
by the U.S. Department of
Housing and Urban Development
(HUD) and for Point Housing
Authority “USDA” Apartment
Complex, supervised by the U.S.
Department of Agriculture/Rural
Development (USDA/RD).
9. Discuss and approve resolutions to
adopt capitalization policy, adopt
enterprise method of accounting,
adopt depreciation schedule and to
write off collection losses to con-
form with generally accepted
accounting principles (GAAP)
changes required in new regulations
by U.S. Department of Housing and
Urban Development (HUD).
10. Discuss certifications and author-
ize the chairperson to sign the fol-
lowing certifications:
a. PHA certifications of compliance
with the PHA plans and related
regulations (12/99)
b. Certification by state or local offi-
cial of PHA plans consistency
with the consolidated plan [HUD
form 50075(7/99)]
c. Certification for a drug free work-
place [HUD form 50070(3/98)]
d. Certification of payments to influ-
ence federal transactions (HUD
form 50071(3/98))
e. Disclosure of lobbying activities
[standard form-111 (7/97)]
11. Discuss and approve increase of
tenant’s late rent payment fee from
$1.00 per day for first 10 days to
$2.(X) per day for first 10 days to
be effective after fifth day of each
month but charged from first day.
12. Review and approve resolution to
adopt budget, and all related
schedules, for “HUD” complex for
period 04/01/2000 to 03/31/2001.
Since “HUD” has designated the
Point Housing Authority as a “high
performer,” our budget does not
have to be submitted to the Texas
state office of “HUD” for approval
but must be approved by the board
of commissioners.

A/F AIRMAN CHRIS A. WITT
Air Force Airman Chris A. Witt
has graduated from basic military
training at Lackland Air Force Base
in San Antonio.
During the six weeks of training,
the airman studied the Air Force
mission, organization, and customs
and received special training in
human relations.
In addition, airmen who complete
basic training earn credits toward an
associate degree through the Com-
munity College of the Air Force.
Witt is the daughter of Sylvia and
Charles T. Witt of Lone Oak.
The airman is a 1995 graduate of
Rains High School.

Marshall and Dorothy Smith's
granddaughter, Sarah Smith, is
home from Australia and they are
all glad to see her.
Alex and Lou Harris have been
looking forward to seeing their
granddaughters who came home on
Sunday from college. They are on
their Spring Break.
Ray and Linda Franklin went to
visit their daughter and son-in-law.
Pam and Rick Campbell, and
grandchildren on Friday. They went
to church with them on Sunday, and
then they also visited their other
daughter and son-in-law, Sandra
and Donnie Hall. Sunday afternoon
and had lunch with them. Then Ray
and Linda brought their grandchil-
dren, Amanda and Andrew, home
with them to visit. The kids are on
Winter Break this week. Rick and
Pam will join them on Wednesday
and they all will visit and have a
great time fishing. Rick, Pam,
Amanda and Andrew will return
home on Sunday.

Happy birthday to Jack Slatter on
March 17th. He will be 18 vears
old.
