Businesses in some Texas
counties can now apply for low
interest Economic Injury Dis-
aster Loans from the U.S. Small
Business Administration (SBA).
These loans are available to help
businesses meet normal operat-
ing expenses that cannot be met
due to the effects of a disaster.
Excessive rain that occurred
November 1, 2004, and continu-
ing, caused many farmers and
ranchers to experience reduced
incomes which may have had an
adverse economic effect on
businesses depending upon
these producers. Farmers and
ranchers are not eligible for this
loan program but may be eligi-
ble for disaster assistance
through other Federal agencies.
Businesses in the following
counties are eligible to apply:
Collin, Delta, Fannin, Hopkins,
Hunt, Kaufman, Rains, Rock-
wall and Van Zandt.
To obtain an application or
receive additional information,
interested business owners may
call the SBA toll-free at 1-800-
366-6303 or TDD 817-267-
4688 for the hearing impaired.
The deadline for filing an appli-
cation is December 14, 2005.
Due to the weather, many pro-
ducers experienced crop losses
and were not able to purchase
goods and services at normal
levels. Businesses that are
dependent upoif these producers
may have experienced decreased
sales, reduced gross profit mar-
gins, increased accounts receiv-
able or difficulty in moving
inventories at normal levels. The
loan can help a business meet
installments on long-term debt,
accounts payable and overhead
expenses that would have been
met had the disaster not
occurred. Refinancing of long-
term debt, however, is not eligi-
ble under this program. The loan
is designed for those businesses
with substantial disaster-related
needs and is intended to supple-
ment monies the business owner
can provide from other sources.
Loans may be approved for up
to $1,500,000 for actual disas-
ter-related financial needs of the
business. Interested rates are
four percent (4%) and terms
may extend to thirty (30) years,
depending upon the repayment
ability of the individual appli-
cant. To qualify, business must
be small by SBA’s size standard.
Businesses which can meet their
financial needs through other
sources are not eligible.

rumor out that I had
Alzheimer’s. The word got
around pretty fast. The person
ti Id the people who eat at Meals
on Wheels and others. Someone
.ailed the office from a church
and asked my co-worker would
it be all right to put me on the
prayer list. She told him she was
sure it would be all right, but
that I only went to Dallas to take
a test. He said “No, it’s her
Alzheimer's.” I am glad people
really care for me to be con-
cerned,
I am 81 years old, and some
day I may get Alzheimer's, for
now I am blessed to be in my
right mind. So thank you for
your concerns and your prayers.

watersheds selected for funding

27, 2005. The Conservation
Security Program (CSP) is the
first conservation program to
recognize farmers and ranchers
for their high levels of environ-
mental stewardship and to help
producers maintain and further
their conservation commitment.
“CSP is a whole new direc-
tion in the history of USDA gon-
servation programs,” »said
USDA-Natural Resources Con-
servation Service (NRCS) State
Conservationist Dr. Larry D.
Butler. “It represents the first
time agricultural producers are
being paid not just to fix a prob-
lem, but in recognition of their
ongoing stewardship.”
The Upper Sabine Watershed
in Hunt, Collin, Rockwall,
Kaufman, Van Zandt, Rains,
Smith, and Wood counties is one
of the watersheds selected for
CSP. Producers interested in
participating will need to fill out
a CSP self-assessment work-
book and bring the completed
workbook and needed documen-
tation of conservation manage-
ment activities to their looal
NRCS office. NRCS personnel
will then determine if their oper-
ation meets the requirements for
* the program. CSP information
and the self-assessment work-
book are available at local
NRCS Service Centers, or on
the NRCS Web site at

requirements, NRCS personnel
will then determine the enroll-
ment category and tier the pro-
ducer qualifies fori and selects
the categories to be funded. “All
successful applications begin
with the demonstrated protec-
tion of soil and water quality,”
said Butler. “However, most
CSP participants will go beyond
the minimum and work to fur-
ther enhance soil and water,
improve wildlife habitat, and
conserve or produce on-farm ,
energy.”
The CSP self-assessment
workbook goes into specific
detail about program require-
ments and any questions specif-
ic to the Upper Sabine Water-
shed should be directed to your
