|Re: Proposed recommendations for changes in
the Code of Student Affairs — Student
handbook, 1973-#
fin accordance with Section 3 of Amendments
[in the Student Handbook, 1972-73, I request
[that the following be published in the Ram-
fbler in two consecutive issues in order that
I nwy submit them to the Faculty Assembly.
The following changes recommended by the
Office of Student Affairs have evolved from
I frequent discission and evaluation of the Code
I by students and student organizations as well
as faculty and administrators. Some minor
i changes have been made necessary by the
| pending changes in structure of £be Student
Association governing body. Changes recom-
mended in disciplinary procedures sections are
set forth for the purpose of further clarifica-
tion and attempt to insure fair and reasonable
proceedings. The recommended changes in stu-
dent judiciary arid appellate bodies and in the
committees concerned with student affairs are
a result of recent opinions expressed concern-
ing the possible duplication of functions and
the proverbial "committee on committees"
feeling. A number of faculty and students
have suggested the combining of the appropri-
ate committees and thenF* functions would pos-
sibly better insure consistent and equitable ac-
tions, and thereby dismiss certain "dead" com-
mittees,
J lie proposed changes will in no way lessen
the degree of participation or assurance of
fair and reasonable limits in disciplinary and
other proceedings. The proposed recommen-
dations for change are as follows:
p. 16 — Change Rules and Regulations to Code
of Student Affairs
p. 21 — Speaker Policy

p. 33 — Student Hearing Board
This board is to be composed of students
only and shall have original jurisdiction
in disciplinary cases involving an indi-
vidual student of student organization as
determined by the voluntary choice of
the student or student organization in-
volved,
The student or student organizafu^ shall
appear before the Board only after a
determination has been made by the
Dean of Student Affairs that disciplin-
ary proceedings are to be instituted for
consideration of a major infraction; and
then only if the individual or organiza-
tion chooses to have the, case heard by
the Board rather than the Dean of Stu-
dent Affairs. The Board is responsible
for reviewing the case in question ac-
cording to the previously noted proced^
ural safeguards. The Board's decision
shall be' in the form of a recommenda-
tion to the President, or in the case of
an appeal, to the College Appeal Board.
V
Thc^Student Hearing Board is to be com-
posed of the following full-time students
who must have attained sophomore
classification or higher and must have

dence Hall Council.

as appointed by the Chairman of the
Student Association and approved by
the Student Association Council.

tion \^o shall be Chairman and shall
vote only in case of a tie.
p. 33 — Dissolve the Student Supreme Court
Note: The functions of this court will be
assumed by the Student Hearing
Board, which will hear both in-
dividual and organizational dis-
ciplinary cases.
pp. 34 & 35 — Committee on Student Affairs
The Committee on Student Affairs is an ad-
visory committee to the Office of Student Af-
fairs. The committee shall concern itself with
extra-curricular matters affecting student and
student organization activities. The committee
may review and act upon all Student Associa-
tion policies which govern the recognition and
functioning of student organizations.
The functions of the Committee shall be to
conduct a continuing review of the Code and
to make recommendations to the President of
the College regarding possible changes needed
for proper interpretation and operation of the
Code, to insure that all other rules, regulations
