except in some such manner us I have stated
above or on such conditions and guarantees

TexiH. Further I should not bo surprized
were they to counsel Mexico not to make
pence under present circumstances except
with such conditions and guarantees lest by
fco doing atiiiexatiou should he facilitated by
removing one of the obstacles to its accom-
plishment on the part of the United States.
Lord Aberdeen more than once made ob-
servations to the effect that be regretted (Iih
agitatiou of the abolition of slavery 'in Tex
as as it had created so much feefiug apd dis-
satisfaction oti our side of the Atlantic and
that hereafter ho would have nothing to say
or do iti relation to this subject.
Tim tone of Lord Aberdeen's remarks to-
wards Texas was very friendly and I believe
u Fiuceru de&ire exists on (lie part of his Go-
vernment to fnter our interests provided wo
remain independent : and that Lord Aberdeen
is prepared to adopt every proper course nndj
to take promptly and eflictently all proper
steps to bring about n peace with Mexico if
ho fee J assured that our annexation to the
American Union would in that event be pre-
vented. For this purpose he would befmtiv
fied with nothing else than a diplomatic act
the stringency of whoso terms would be set-
tled by negotiation.
I shall keep your Department promptly ad-
vised of whatever transpires here.

The most scandelous robberies conti-'
nuo to be committed in tho city of Mexi-
co and it is asserted that two hundred

gence from Vera Cruz to Mexico was
robbed within half a league from tho
former city. The passengers among
whom is said to have been our Consul
Mr. Black werescandelously maltreated.
One man was arrested in Vera Cruz
with goods which appeared to have been
taken from the passengers. He pretend-
ed to betray his confederates and was
taken by the police to a pteice outside the
walls to identify them. When the police
olHcers were themselves surprised and
surrounded by the man's accomplices
and the culprit made his escape.

Charleston Courier:
The Liverpool cotton market was wit-
out much alteration. Tho middling de-
scriptions were a trifle better but fair re
tnained the same as at last accounts.
France. According to the French
papers the result of the Presidential elec-
tion was quite doubtful. The contest
still rests between Gen Cavaignac and
Louis Napoleon.
Louis Napoleon in his last speech as-
sumed the style of a monarch. It is
said he has actually put on the imperial
robe3 in private to sec bow they would
become turn.
Ireland. The counties are in a tran-
quil stute as far as political matters arc
concerned. It is believed the lives of
the stnte prisoners will be spared. Great

Spain. The Queen's troops have had
