Mayor and Hoard of Aldermen of the Ctttt of
San Antonio in Council Assembled That an ad
vittortm tax of one fourth of one per cent per
annum be levied and collected on all Real Es-
tate and personal property within the limits of
this Corporation.

An Ordinance Relating to Hlavcs Ac
Sf.ctiom 1. He it ordained and decreed by the
Mayor and Aldermen of the City of San Antonio
iu Council assembled Thai no slave within the
limits of ihc city of San Antonio shall have
hold occupy res'ide or sleep in any house out-
house building or enclosure oilier than his or
her owner's or his or her owner's representa-
tive or of the person whom he or she i or they1
are serving for hire without first obtaining a
ticket or tickets fiom his her or their owner or
owners expressly describing the place which
such slave or slaves is or nre allowed res-
pectively lo occupy reside or sleep in; and
abospecifying the time during which thcafoic-
said permission or permissions Is or arc gran-
ted; And every slave holding occupying resid-
ing or slcep-ing in any house out-house
building or enclosure without obtaining tho
permission aforesaid shall be committed to jail
bv any officer of police or any other white per
son there to receive twenty lashes on a warrant
from Ihe Mayor or Horn any competent tribn-
nal unless the owner or owners of such slave
or slaves shall previously pay a fine of fivf
dollars for each of them with costs and charge.
Sec. 2. He it further ordained and decreed
That no pcrnon or persons whatever shall be
permitted to let or hire for any time cither by
the day week month or year to any slave
within the limits of this city even with the per-
mission of Ins or her owner or his or her own-
er's tcpicsentative any lot house out-house
tenement or room cither within his her or
their enclosure or elsewhere under a penalty
of a fine of not less than ten nor exceeding
fifty dollars for each and every such offence.
And every owner or his representative who
shall have authorised h'is or her slave to hire
any lot house out-house tenement or room
within Ihe limits of this city shall pay the fino
above specified one-half ot the .said line for the
informer and ihe other half for the use of the
city.

for each and every infraction of this ordinance
to be collected In a summary manner before s
the Mayor from the owner of such slave or
from such free person of color; and in case
such owner or such free person of color should
fail or refuse to pay such fine then such stave
or free person of color so offending shall be
condemned lo pay the same by labor on the;
streets or otherwise at the rate of fifty cents'
per day
