Tourism Council
Acting on a request from Bosque
County Tourism Council, Inc. Presi-
dent W. Leon Smith, the court agreed
to supply the organization with
$1,000 for additional copies of a
Bosque County tourism promotion
videotape. The money has been ear-
marked within an economic develop-
ment grant received by the state and
administered by the court.
County Judge Bobby Joe Conrad
said the additional money will not be
disbursed until more specific informa-
tion concerning the request is re-
ceived from the council.
County Attorney
Expenses Approved
County Attorney Patricia Ferguson
asked the court to continue payment
of $150 in utility bills which was
granted to her predecessor, B J. Shep-
herd. The court agreed to continue
the practice, with up to $150 per
month paid by the county for electri-
cal and gas expenses incurred by
Ferguson in her office. Precindl 4
Commissioner Carl Smith, Jr., was the
Irate dissenting vote in the 3-1 deci-
sion.

Shepherd asked permission from die
court to change the employment sta-
tus of Cybil Morton from hourly to
straight-salary. Morton has been re-
tained by Shepherd as a legal aid.

available to sew up cuts and wounds,
as an alternative to emergency room
visits.

Financing
Dan Whitemiller of the First South-
west Company presented three op-
tions to the Council concerning
financing for the project. One option
is to pay with general obligation
bonds that local citizens must vote to
approve. The second option entails
issuance of revenue bonds supported
solely by taxes.
Tim third option is a combination
tax and revalue certificate of obliga-
tion, which Whitemiller said elimi-
nates the need for the city to retain
, funds in reserve during the project.
This r >thod secures lower interest
rates, allowing the braids to be sold
competitively to investment banking
houses. Bonds will be awarded to the
bidder offering the lowest interest
rate.
Whitemiller said tl^t with this op-
tion there are no restrictions on am-
ortization, and the city can take up
to 30 years to pay off the obligation.
He estimated between 75 and 85 days
from a derision to pursue this type of
financing until cash is “in hand” at
the city.
Current interest rates on this type
of bond is between five and six per-
cent, and the rates are tax-exempt,
he added. '
The Council agreed to pursue the
certificate of obligation route in a 4-
1 vote, with Turner again dissenting.
General Discussion
“I’m not sure what questions I may
have in my mind, but 1 would like to
digest this before taking that big of a
step," said Turner preceding either of
the two votes.
“1 hope to have some feedback from
the general public once they hear
about this,” Turner added, saying he
realizes there is no question about the
need for water.
“Do you have another alternative
for cheaper water?" asked Mayor

“No, other than letting the place
dry up and Mow away. But, our citi-
zens and neighbors need to realize
that, and bewilling to support this,"
Turner replied.
“I’d like to point out that this
meeting, and all the others we’ve
had on this subject, have been well
publicized. People have had the op-
portunity to be here on several oc-
casions. Where are they tonight?
Their chairs are empty," Mayor
Blum said.
“This is by far the biggest project
ever taken on by the City of Clift cm.
I want us to go into it with a lot of
forethought,” said Alderman James
Heid.
“1 can understand where you’re
coming from, but Truman brings up
some good points,” Heid said to

the cheapest method we’ve found.
But I understand the demands on
the citizens’ money, too,” he said.
