Marlene Zipperlen of the Clifton
Independent School District (CISD)
asked if the BCCAD could
cooperate with another central
appraisal district to share mapping
service costs, rather than hiring a
fulltime mapper beginning in
February, as proposed
“Is that a feasible idea’" Supt
Zipperlen asked “After the first
year, it could be cooped and the
cost reduced significantly "
Whitney said that adding a
mapper to the staff would free an
appraiser from mapping duties. He
indicated that the mapper’s
responsibilities would be a
continuing full time task.

would be a necessity."
Supt Zipperlen asked if leftover
BCCAD money was refunded to the
entities
“Yes,’ responded President
Douglas Runyon of the BCCAD
Board of Directors. “The BCCAD
can hold back funds if the money is
already budgeted.' he added
Zipperlen noted that the BCCAD
pays full medical insurance costs
for staff members. She pointed out
that the CISD pays only a portion
of its employees' medical insurance
expenses, while some independent
school districts pay none
The superintendent observed
that the BCCAD allocation of
expense to the CISD was $4,644
higher than had been anticipated
She advocated that, in future years,
the BCCAD submit its budget to
the entities “in a timely manner."
President Runyon explained the
procedure to be followed by taxing
entities in considering the
estimated budget He said that
there was a 30day period during
which entities could accept or reject
the document The budget is
considered automatically approved
by an entity unless disapproval is
voted
County Commissioner Steve
McCoy of Precinct 2 asked if the
BCCAD sought bids on its medical
insurance, for which the Texas
Association of Counties is the
carrier Bosque County seeks bids
on its medical insurance, which
comes from Blue Cross-Blue Shield.
McCoy explained
Commissioner Calvin Rueter of
Precinct 3 added that the county
seeks medical insurance bids
annually.
McCoy stated that when a
change in carriers occurs, the
succeeding firm guarantees to cover
employees’ pre-existing medical
conditions
‘I think the bidding process has
served us well," commented
Commissioner McCoy
Kimm Dahl, secretary of the
CISD Board of Trustees, asked if
any entities in Bosque County, other
than the BCCAD, offer employees
fully-paid medical insurance She
was informed that both Bosque
County and the City of Meridian do
so.
Alderman Truman Blum of
Clifton stated that although he had
but one vote on the Clifton City
Council, he had "serious
reservations" about the budget. He
mentioned such items as salary
increases, added staff, and BCCAD's
acquisition of additional office
space.
Supt Zipperlen told the BCCAD
directors that she “appreciated the
deductions you have made so far
today" in the proposed budget
“You do a good job We appreciate
it," President Ben Warrenburg of
the CISD Board of Trustees assured
the BCCAD directors
The BCCAD board unanimously
approved Secretary Joyce Edmonds
motion that automotive mileage
reimbursement remain at $26 a
mile The proposed budget had
provided for a hike to $27 a mile
Reappraisal Proposal Is Topic
The reappraisal plan presented to
the board by Whitney noted that
complete property reappraisals had
taken place in 1981,1985, and 1992
The Texas Property Tax Code
provides that reappraisals occur at
least once every three years
Whitney gave the board an option
of specifying a reappraisal for
either 1994 or 1995 The directors,
with Bushee dissenting, selected
1995.
President Runyon asked Whitney
if all property in the county gets a
“drive-by" inspection during the
three-year period between
reappraisals
“No," responded Whitney “We
inspect as many as we can. as time
allows
“There are always going to be
things we’re going to miss, unless
we are staffed appropriately It
would take one or two more
employees to do all physical
inspections*
“Is hiring a mapper really
necessary to free appraisers to be
out in the district?" questioned
Alderman Blum
“We want reproducible maps We
are not mapping anything within
the city limits or developments,
only rural," Whitney answered
“We pick up from 100 to 200
acres a year If appraisers were
freed up from mapping
responsibilities, the appraisers could
be used for field work and other
duties," Whitney continued.
“Do you think this reappraisal
plan will pass the state auditor’s
requirements?" Supt Zipperlen
queried Whitney.
“This is modeled after those
approved in the past." Whitney
replied.
Feasibility Study Discussed
The BCCAD directors took no
formal action on a resolution
proposing that the BCCAD and all
taxing entities in the county study
the feasibility of combining
appraisal and collection duties
The Kopperl ISD Board of
Trustees had passed a resolution
Oct. 6 which stated that its board
members “feel that combining the
duties of the CAD and the duties of
collecting all ad valorem taxes for
the taxing entities of Bosque
County would be more cost
effective."
The resolution was signed by
Runyon who heads both the
BCCAD and Kopperl ISD boards.
“I have a problem with pulling
the chief appraiser off his duties
for another feasibility study,"
commented Secretary Edmond
“The entities need to look into
this, not the chief appraiser." stated
Commissioner McCoy.
"Let’s look into it," President
Runyon suggested
Commissioner Rueter pointed out
that Bosque County collects taxes
for 11 entities.
“The county has the personnel. It
would make sense, if there were to
be consolidation, to place it there,”
Rueter maintained.
“Tax collection is not intended to
be a profit-making project for the
county. It meets expenses," Rueter
stated.
