If you look at (he equities
of the situaiton, you can see
that Hardin County has eco-
nomic and political ties to Dis-
trict 7 which it would not have
with Jefferson C'ounly," Adams
said.
The two Southeast Texas
lawmakers have come up with
what they feel is an equitable
plan for Jefferson County,
which Adams said would give
the county “a sav" in five dif-
ferent districts.
"I propose that the west and
northwest areas of Jefferson
County he divided between
District (i and District 7 even-
ly, with each district gaining
approximately 12,500 residents,"
Adams said.
Daniel said he felt that the
residents of that area of Jef-
ferson County are more closely
aligned to his and Adams’ dis-
tricts and would be well rep-
resented along with the rural
counties they would join.
“I already know of some
residents of Jefferson County
who are interested in being
arfded to District 6. I’ve receiv-
ed letters from them in favor
of the plan," Daniel said.

Adams added that he has
urged some of his Hardin
County constituents who have
indicated they do not want to
be included in Jefferson Coun-
ty’s delegation to circulate pe-
titions and write members of
the House Redistricting Com-
mittee. Daniel added that pe-
titions are being circulated in
Chambers County to remain in
District (3.
"1 don't think anyone could
argue that this plan is not fair
to all concerned. All five dis-
tricts would he equitably rep-
resented not only by popula-
tion, but also by economic ties
such as rice farming," Daniel
said.
Rep. Delwin Jones of Lub-
bock, chairman of the House
committee charged with draw-
ing the state's legislative dis-
trict lines, will have tht
say over how the Jefferson
County deficit is handled.
The Adams-Dnnicl
would give Jefferson
complete control over three
seats with a minority vote in
two others. Another alternative
would be to divide the 25.000
extra residents among Daniel,
Adams and Rep. Clyde Haynesj
of Vidor.
The redisfricfing committee
might consider taking part of
Haynes's district (which is in
Orange County) to make up
the deficit. It is doubtful this!
alternative will be considered!
by the committee, whose vice
chairman is Haynes himself.
The final decision rests with
the House committee charged
with redrawing the lines. They
have about six weeks left in
which to come up with a plan
that is bound to make someone
unhappy.
