general laws by which the universe Is governed and
that the transfer of so many millions of negroes to
these States Is not to be viewed as a mere accident.
It seems that this must have been designed to pre-
pare them for a higher state of civilization than has
ao far been attained In their mother country. Thus
besides the relations of the white to the negro race
already insisted upon there is another I mean that
of our being Instruments In theiands of the Creator
lorthe elvilliatloD or Africa.
Hiring as above stated sanctioned the slave trade
by participation and being responsible for the conse-
quences to the subjects or that traffic; and being as
above suggested instruments under divine auspices
to tbe Intellectual and moral melioration of the peo-
ple in question the Northern States should not by
the total abrogation of slavery have created an Im-
pediment to the spreading or the blacks over the
whole country In that state of tutelage which the cir-
cumstances above set forth Involve.
The process of redemption by which many of the
ancestors of respectable citizens were removed from
peonage In Europe to ejtlxenahip In the United
States seems to be the only one by which the Afri-
can race can be transferred from toe slave States to
those called free and subsequently to the natal soil
of their ancestors.
Upon what grounds was trading In slaves made
piracy! Whence the applause bestowed on Jefler-
aoa lor his Declaration of Independence In which
the antl-slaveiy doctrine was held In extreme?
-Agreeably to the history of his life by his friend and
ttdmirer and quondam disciple the learned and in-
genious Prof. Tucker at an early period of his career
this fanatical leader of Democracy as I consider
Mm was as abolitionist and contemplated a scheme
(or the emancipation of the African race. In bis
notes on Virginia and In bis correspondence slavery
is depreciated as a sin which might bring down upon
we nation a visitation Irom uoa. Likewise its ei-
feet upon character are as favorably portrayed by
Km as they could be by any abolitionist. Now all
this Is In contemplation of that mercenary irrrheg-

death. Viewing ourselves moreover as the instruments

mentioned from a history published respecting tbe
settlement at Cape Coast Castle It appears that in
Africa the natives freqnently sold themselves. In
order to be relieved from the anxiety of providing
food raiment and lodging. From the same motives
mercenaries enlist in an army and navy where they
are to far slaves as to be exposed not only to the
evil of obeying a despotic discipline and fighting in
unjust wars but also to mutilation captivity or
death.
The course pursued by the well-meaning friends
of fnesolllsm tends In point of fact so far as it Is
put In practice to produce a conflict between the
whites in which tbe negro being implicated may
cause the most horrible murderous servile war.
Such an Internecine conflict should It terminate
favorably to slavery must eubject the African race
to more cruel and Ignominious treatment than here-
tofore; IT In firor of emancipation the consequen-
ce! are to be learned In the history of Havtien mas-
sacre and odious barbaric despotism. Is there sot
reason to infer that were every white removed from
the slave Elates the blacks left to themselves would
fall Into a state of anarchy so as to be touch more
miserable than at present?
The effect of Northern Interference as respects the
condition of the objects of It has been much like
that of Don Quixote in relation to an apprentice

well "boused family of negroes how much happier
might It be for tie slaves as well as the proprietor
who might be greatly profitted by their labor and
command doe obedience without a more slavish sub-
ordination to hint and his overseers than Is conce-
ded by sailors and soldiers to military or naval offi-
cers. Although Jefferson alleged shareholding to be pro-
ductive of defects In the character of those by whom
It is practised It would be difficult as I think to find
an account in history of any country where there
