came of the secession of their State and the

cotton merchants on Carondelet street got a

inst says he Baw the previous evening a dis-
patch to Gov. Moore of Louisiana stating
that Gor. Letcher of Virginia had telegraph-

sible to Richmond and that the President wof
to .leave Montgomery on Priday night in reply

Bishop Odin of Galveston has been transferred
to Kew Orleans as Archbishop of that Catholic

Whilst congratulating.the worthy Bishop on

parture from our community where he has so
longresided has rendered such eminent serv-
ice and is so much respected 'will be much

tial citizens was held in Mr.TJfford's new build-
ing at 10 a. ir. yesterday. CoL Sydnor was
called to take the chair on motion of Gen.
Nichols and made" a few remarks explanatory
of the objects of the meeting.
Gen. Nichols moved that a committee of
three be appointed to wait on Gen. Houston
with a request that he would refrain from ad-
dressing onr citizens us proposed in the pub
lished hand hills or if he d?sired to speal"
that he would confine his remarks entirely to a
defence of himself against the charges recently
emanating from Washington to the effect that
be had invited Lincoln to send troops to Texas
etc Tbe committee appointed consisted of
Messrs. Sydnor McLean and Hamilton Stuart
who heartily concurred in the objects of the
meeting. To this committee Gen. Nichols was
added. On motion of Hon. Mr. Bryan it was
resolved that tbe meeting should continue in
session to receive the report of the committee
on their return. The committee returned
about a quarter past 11 o'clock and reported
in substance that Gen. Houston assured them
he would refrain from saying anything that
should be deemed objectionable but wished to
defend himself against these recent charges.

via Indianola in charge of Gen. Nichols' eldest

with Sharpe's rifles in the sail boat who were
coming to seize the Hewes in retaliation for
Ibe capture of the Star of the West. .

Gtx. Scott's Eesiuxatiox. When we saw
it published six weeks ago that Col. Lar TJ.
S.A. a Virginian Gen. Scott'i confideiftial
private Secretary and most intimate friend had
resijrned we thought it indicated what would
be the course of his chief in case Lincoln at-
tempted the policy of coercion.
Gen. Scott's resignation and his tender of
service to his satire State as soon as he heard
of her secession vr ill hare a powerful moral
influence in tbe Free Soil States in the Slave
States that hare not yet seceded in tbe TJ. S.
Army and in Europe. As the X. O. Bulletin
well says:
"There are many TJnitedStates army officers
who hare erer looked up to Scott at their in-
tellectual as well as their official head who
will now follow the example of their great
cbtet and turow up tneir commissions ; tue
rank and file of the army will be demoralized ;
tbe Black Republicans will be disheartened at
the loss of tbe man by whose military science
ibej expected to redpeo to submission tbe "re-
bels" of the South while the great ijauons of
Europe to whom tbe name and faufcor Scott
bare aeenfamiliar for a half of acentury will
gather from the fact of bis resignation a more
just and comprehensive appreciation of tbe
magnitude and importance of onr Revolution."

Secession op YrsatstA. We hare no time to
fc comment on this glorious news. The New
Orleans papers just recti ted did not bare this
jjiews when issued but speak freely of its ef-
fects in anticipation and so also do the North-
ern papers. The correspondent of the New
York Times "writing from the Virzinia Con-
TenlioD says with evident alarm and we think

The .New Orleans Picayune speaking of the
alarm of Lincoln and bis Cabinet about the
apprehended invasion of Washington City
says:
Tbe Northern States need not disturb them-
elres about the occupation of Washington

had better pack up their effects and remove.
The alarm for Washington is therefore an al

In company with about five hundred of our
citizens; we listened attentively yesterday to
the half-hour address delivered by ex-Governor
Houston from the Tinner rrallftrv of thn JTrp-
"mont "House. "V
' We listened with every disposition to girjj.
the speaker an impartial hearing; and we take
the earliest opportunity to state that he de-
nied emphatically ever having held any com-
munication whatever direct or indirect with
Mr. Lincoln or his Government or his agents
knowincthem to be sneh.

emanating from the " sensation press" as" he
terms nearly all the northern Southern and
Western papers to the efiect that he as Gov-
ernor of Texas bad' called on Mr. Lincoln for
Federal troops for any purpose whatever.
But he then took occasion to put on his
spectacles- and read aloud from one of the
most sensational of the " sensation press"
the New TorkHerald afragment of its Wash-
ington letter of the 10th (already published by
us) that went to show the speaker in a differ-
ent and more favorable light than he had hith-
erto held on this Lincoln-intrigue question.
He attempted to prove that the press of
Texas is responsible for the Federal invasion
that now threatens the State. Mr. Lincoln and
his advisers he said have been and arc still
evidently under the belief that he Houston
favors their cause is an Abolitionist and a
traitor to tho South who would be glad to see
their troops invade us and endeavor to force
Texas back under Black Republican rule. And
it was this belief of their! concerning him that
had induced them to dispatch a naval and
army expedition to our shores presuming he
would give it a hospitable reception. Whence
did they derive this belief? Why from the
press of Texas which with few exceptions
had united in calumniating and misrepresent-
ing him in the most malignant and unrelenting
manner foryears.
This extraordinary bit of logic we leave it to
the numerous press of the Stale to dispose of
aauiey may mime past. Tney-are certnitv-i.r
a terrible predicament if they have broufiht
war on the State by combining to malign
their ex-Executive.
He did not allude to the Convention or its
acts except to say in rather a jocose manner
that it had decapitated him and with rather a
dull axe ; and when it got abroad that the Con-
vention intended deposing him he received
many and prompt offers ol armed assistance
by over 1000 men in bodies of several hundred
at a time to aid him in sustaining himself as
Governor; bnt he had told his warlike friends
to go home in peace ; he wanted no blood shed
in Texas except to defend her against inva'
sion from abroad.
He also took occasion to give a rather amus
ing account of the manner in which Gov. Clark
bad occupied his executive office at an early
hour -on the day after he was deposed; and
the pleasant agreeable interview that followed
when be entered the room and found the new
Governor comfortably installed in his Gen.
II's chair. There was evidently a desire to
dwell on this and other topics connected with
the change of government so as to place them
in a ridiculous light The speaker may have
been trying tho temper of his audience to see
how far he could go in speaking of the Con
vention. He doubtless knew and felt that he
was venturing on dangerous ground and so
prudently refrained. Be did not utter any un.
friendly sentiments against the Confederate
States Government ; though neither did he
express himself as favoring it or adhering to
it; bnt said he was for the Sonth.
He characterised bis course since last No-
vember as being simply "a difference of opin-
ion" between himself and those who were for
secession which is the definition precisely
that Mr. Lincoln gare in his late speeches of
the difference between the slave and non-slave-holding
States and it is certainly a very in-
genious and facile way of disposing of the truth
of history.
We pass over the stereotyped egotism and
self-eulogy without which a speech from Gen.
Houston would not be recognized evea by his
best friends as being complete. His many
services the blood he bad shed for his country
the sears he bore of wounds received Jn battle
his wounded limb (designated on this occasion
by the pantaloon leg being turned np) his
crutch ; his warnings to Texas which had been
all unheeded of the disasters that had occurred
to her at the Alamo at Fannin's Massacre in
the Santa Fe and Mier Expeditions etc all
this the majority of our readers are doubtless
familiar with and will excuse our repeating.
We do not pretend to abate a jet or tittle of
the service Gen. Houston has rendered to Tex
as but we must confess to some dislike to any

Without wishing to express any opinion as
to the causes that have led to the present state

now harmony and wise counsel and firm
action. Air. Lincoln is foolish and precipitate
be said in attacking the South He should
let her alone. We want no Federal aid. Wo
want no Federal collection of the revenue.
We can protect ourselves. We can settle our
own borne questions and troubles at the ballot
box. Wo should now nnite to repel the ene-
my ; and he would call on those " demago-
gues" (the old cry 1) who have misled the peo-
ple and brought this war on them to lead
them through it. He was no aspirant for of-
fice f he had never sought it! he had a surfeit
of it ; he pledged himself to meddle no moro
in our political troubles and questions; he
would not accept any office offered himwheth-
er the Presidency of the United States or the
Presidency of Texas or any other Presidency ;
he longed for peace and home enjoyments; but
should danger menace the country from a
Black Republican or any other Invader he
would do his best to meet them and repel them.
We believe we have noted the principal
points of this rather rambling ' speech not
exactly in their order aa delivered but still
sufficiently to give the general purport. The
attendance to hearit was larger than it would
have been from many causes not necessary
here to state. The ladies as usual bad been
invited to be present. Only a few appeared
however as a placard had been posted about
the streets asking tbe ladies " not to attend."
The speech was to have been delivered in
fliirlbnJsHall; but that design was aban
donedataiaTeTiour. The speech was listened
to quietly; som of our anti-secession friends
evidently enjoying it muctiT iw and then
there was a clapping of hands or a laugh but
as a general thing it struck us the majority of
tho audience did not sympathize very warmly
with the speaker. In one portion of the atten-
dance it was with some difficulty that loud
and vehement expressions of a not very friend-
ly tone to the speaker were quieted by citizens
who themselves are determined opponents of
Gen. Houston; but we believe every one was
pleased with bis denial of the reports that he
had called on Lincoln to send troops to Texas
as also the counsel to the people to nnite and
repel the expected foe.
At tha close. Col. Sydnor advanced on the
-gallery as Gen. H. turned away and called for
"three cheera for tbe speech 1" which were
given by about half the audience many strong
secessionists joining in. Mr. Lnfkin then
stepped forward next to Col Sydnor and call-
ed for "three cheers for the Southern. Con-
federacy!" which were given with hearty vigor.

sponse was equally enthusiastic
We understand that in conversation on be-
ing asked the question whether he still claim-
ed to be Governor Gen.'Houston replied that
he pretended to no snch claim; he had retired
to private life and should never leave it but in
defence of the country.
Wo are gratified lo be able to report
Gen. Houston's expressions of loyalty to the
South in the present threatning crisis in pur
country as it affords ground to hope that there
will be no further opposition to the present
existing authorities but that all our citizens
will be found in support of them.
Fnmr IIexico. Advices from the city of
Mexico via Havana inform us that tbe forces
of Loxada and Mejia in tbe Sierra have been
cmplefely destroyed the former at Alica on
the 13lh tilt and tho latter at Guavabitas on
the 3d ult. by Gen. Doblado. The action at
Alica was extremely desperata and bloody.
A correspondent of the Eitafetta writing
from Tonic in the State of Xalisco. savsa body

r-'an Lucas on Febrnary 2d since jjjrfch tim'o
ibey have been joined by many more swelling
their number to about four hundred. On the
ISth of the same month a Mexican vessel left
Mazatlan with three hundred men and three
small pieces of artillery under Col Cflta
with tbe intention of operating against mom.
The expected difficulty with fepain is in a fair
way of being amicably adjusted.

ton Courier of the 16th says:
The steamship Isabel left this harboryesler-
day .morning with Major Anderson and his
troops and took them outside tbe bar when
they were transferred to tbe steamship Baltic
which ship left in the afternoon Car New York
when she received a salute from the fleet The
Isabel will return to this city.
We learn that the Baltic had about 600 troops
on board which it is snpposed she transferred
to tbe Pawnee and Harriet Lane. These ves-
nels were seen moving up to the Baltic. Our
informant states that be saw a very largo num-
ber of small boats and observed that tho oars
were all mnflled with sheep skins.
The Pawnee and Lane have both returned
North.
At Richmond on the oli the hands 100

The Secrctary-of-War will send four thirty-
two pounders and ammnniiion to Galveston as
soon as possible and two Columbiads as soon
as carriages can be procured.
The War Department has the defence of
Galveston under consideration and will act as
promptly as possible. Major Whiting Engi-
neer will be sent to Galveston at once.

The above dispatches are in response to dis-
patches from Gen. Nichols when in New Or-
leans tho other day Gov. Moore of La and
Gov. Peltus of Miss. both seconding General
Nichols warmly in his application and joined
in a dispatch to President Davis.
The first dispatch was signed by Gen. Nich-
ols Col. Ben. McCulloch Gen. McLeod Dr.'
Wm. R. Smith Geo. Masan and Tipton Walker
Esq.

those of our citizens who arc not attached to a
military company to enroll themselves into
companies of fifty men each tied officers and
report to him by Wednesday SSd inst. has
had a good effect and several companies are
organizing while those already formed are
rilling up their ranks.

Lt Cook of Ala. who serred several years
in the U. S. Navy and a few months ago set-
tled in Texas on a plantation arrived here on
Saturday last to offer his services to General
Sherman. His practical acquaintance with ar
tillery operations especially as against war
vessels renders his aid peculiarly timely. He
expresses himself much gratified with tho re-
sources we have for defence. The batteries
placed in position by Gen. Sherman are very
efficient and command the channel at all points;
there is enough powder for a three hbnr's fight
with these pieces; a number of the pieces can
bt taken with sufficient rapidity to other points
of the Island to meet and repel a fire from ves
sels a mile and a half off three of the big
guns behind a temporary sand-bag breastwork
and with a hot shot furnace being sufficient to
repel a line of battle ship. With some Colnm-'
biads on tbe beach he thinks we conld con-
sider our city in a fair state of defence.
Lt. Cook just beforo he left Alabatca.drilled
a lice company with double barrelled shot-guns;
an excellent weapon at close quarters when
loaded with buck-shot and dispensing with the
details of drill required with the musket or
rifle. That company is now before Fort Pick-
ens. Such a company is now forming here.
Capt Moore formerly of the U.S.A. now
of tho C. S. A. who has been sent here by the
Secretary War we understand to organize our
military companies nnd assist Gen. Sherman
in the other measures requisite for the defence
of tbe city has been actively engaged since
bis arrival in makinz a tour of the Island and
the neighboring points for defense.
In company with Gen. Nichols he has visited
Felican.Spit whero the Fort was to b built
commanding the channel and where comfort-
able barracks are erected. We understand a
strong detachment of our volunteers is to be
placed there immediately doubtless with ar-
tillery. On Saturday afternoon last the Galveston
Blues a company newly organized and com-
posed of some twenty young Galvestoniaus
none we presume over seventeen years of age
and under command of Capt. Morris Burns a
young clerk in one of our mercantile establish-
ments turned out for the first time in neat
simple and serviceable uniform with muskets
blankets etc and with flag flying marched
through the streets attracting general atten-
tion and pleasure for the spirit displayed and
tke'discipline evinced. They had offered their
services to Gen. Sherman and were accepted
and on Saturday nicht were on duty at the
batteries. 1

proclamation inviting all those who may desire by
service In private armed Vessels on the high seas to
aid this Government in resisting so wanton and
wicked an aggression to make application for com-
missions or letters of Marque and Reprisal to be is-
sued under the seal of these Confederate States.
And I do further notify all persons applying for let-
ten of marque to make a statement In writing giv-
ing tbe came and a sulublo dlscrlptlon of the char-
acter tonnage-nnd force of the vessel and the name
and place of residence of each owner concerned
therein and the Intended number of the crew and
to ilgn said statement and deliver the same to
the Becretary of State or to the Collector of any
port or entry of these Confederate States to be by
him transmitted to the Secretary of State. And I
do farther notify all applicants aforesaid.that be-
fore any commission or letter of marque Is Issued tq
any vessel the owntr or owners thereof and the
commander for tbe time bslng lll be required to
give bond to tbe Confederate States with at least
two responsible securities not Interested Is .such
vessel. In the penal sum of five thousand dollars or
If such vessel be ptovlded vUh. more than one hun-
dred and fifty men then In tbe penal sum of ten
thousand dollars.wlth the condition that the owners
officers and crew who shall be employed on board
such commissioned vesiel shall observe the laws of
these Confederate States and the instructions to
tiem for the regulation ot their conduct that they
shall satisfy all damages done contrary to the tenor
thereof by such vessel during her commission and
deliver np the same when revoked by the President
of the Confederate States.
And I do farther specially enjoin on all persona

The Brigadier General Commanding is hap-
py to congratulate the troops under His com-
mand on the brilliant success which has
crowned their gallantry privations and hard-
ships by tbe redaction of the stronghold in
tbe harbor of Charleston. This feat of arms
has been accomplished after a severe cannon
ading of about thirty-three hours in which all
tbe troops have indicated by their daring and
bravery that our causemust and shall triumph.
Fort Bumter which surrendered yesterday
about 1.45 r. u. will be evacuated at 9 o'clock
A. v. to-day and to show our magnanimity to )
tho gal I apt defenders who were only executing
the orders of their Government they will be
allowed to evacuate upon the same terms which j
were offered to them before the bombardment
commenced. Oar success should not lull us
into a false security but should enconrage us
in the necessary preparations to meet a power-
ful enemy who may at any time attempt to
avenge this their first check in tbe present
contest
Tho commandants of batteries will promptly
send In their reports through the proper cban-
nels. rivine a journal of the Urine of their bat
teries against Fort Sumter and of tbe fire of
Fort Sumter against their batteries; furnishing
the names of those who particularly distin-
guished themselves and other incidents rela-
tive thereto in order that tbo General Com-
mnndinrr mar be able to make known tn the
Confederate States Government in a' proper
manner tbeir bravery and gallantry.
Tbe General is bigbly gratified to state that
ihe.troops by their labor privations and en-
durance at tbo batteries and at tbeir posts
hare exhibited the highest characteristics of
tried soldiers and he takes the oocation to
thank all bis stall the regulars the volun-
teers the militia the naval forces and. the nu-
merous individuals who bare contributed to
the surrender of Fort Sumter.

The receipts here since the 1st September last
amount to 107020 bales against 157690 same period
