tradition of fair play is set aside. The referee
then becomes a player, and he enjoys advan-
tages that are denied to all the other players in
the game.
Take government-owned electric power sys-
tems, for example. They pay little or no; taxes.
When they need money, they call on the l\ S.
Treasury and get it at little or no interest. If
they have losses, why worry? You, as a tax-
payer, will take f are of that.
