to the ninth Congress of the same and also for
senators to fill the vacancies aforesaid in the s-iid
semttorml branch of the Congress be held in the
si:veral counties of the Rppnblicj and districts afore-

September next ensuing. And it is further order-
ed that the Cliiet Justices of the said several coun-
ties give legal notice of said elections ; and have
the same conducted in all respects in accordance
with the Constitution and laws fegulating elec

The peril d of a new election is at handj when

portant right of suffrage in the choice of two Rep-

make an expression of your views and wishes in
the approaching Congress of the itcpuhlic. Emer-
iiiuy as you just now are from the chaos of a revo
lution in which you have overturned a system of
siuihtary and religious despotism; and engaged in
laying the iuundaiions ol . new (xveinrnent bas-
dupon liberal iudepeudiMit and enlightened prin-
ciples ou aic nfii.indiflerent to the prcat and im
portant consequences which will result to your

by the judicious exercise of that right. The first
councils ol a young nation are those which estab
Jish the institutions frame the laws and consoli
date the pnnciplrs upon which its whole subse-
quent character and prosperity depend; and exact-
ly ix proportion as thesaare wise andjust. wjll. the.
Jatiffffy be prosperous and happy. Nature has
lieen liberal in bestowing upon you a delightful
climate anda soil unparalleled by any other in
the world for richness and fertility and all that
nov remains to make your success as a people pro-
portionate to her bounty is a good govern ment.
Upon the wisdom the intelligence the virtue and
the disinterested integrity of those whom' the p'eo
p!e shall choose to represent them-in the next con
gress will it mainly depend whether you and your
country shall or shall not f-njoy this crowning
blessing for wuch mankind have so often strug-
gled; but unfortunately o seldom attained.
1 have remarked that you are not indifferent to'
these important considerations. A strong desire
tp be fully enl ghtmed on every suhjret connected
with our national I gislation is apparent through-
out the County of B.-azorm and inan are enquir-
.ing with patriotic anxiety "wha't'sh'nilwe do to he
savedi'' Heretoiore during our wdole. struggle
the intelligence of this county has exercised a
controlling influence over the political measures
adopted by fho country; and its chivalry its lib-
erality a.id its wealth have gteatlv contributed to
the success of those measures; and its blood and
treasure have been fnely poured tit to resist op-
pression and to defend that national independence
whicu it was among the first to advocate and de-clare.-
By these and similar means much has been ac-
complished. Texas has been redeemed from he'r
.nine millions-of oppressors and. the sn.gle Star;
which but yes'erday appeared above the horizon
and upon vhich "shadows; clouds and darkness
rested" has' now culminated and -shines forth in-
fiifl.meridi. m. brightness either to become another
.beacon' light 'Of freedom t.i snide and direct her

ment of one-third of your discount privilege. This
-may be done alone by the usual operations of the
Bank. But suppose you were to invest one mill
ion of dollars at present in the purchase of the
best lands of the country which may now be had
at an average of fifty cents per acre; in less than
two years if the emigration continues as it has
since the comm ncemerit of .the revolution (and
