Texas A & M Commerce students get some last minute instruction before photographing the city of Cooper

On Wednesday March lO^1 Cooper’s
town square became a classroom.
Professor Vaugh Wascovich from
Texas A & M Commerce brought his
photography class to Cooper to teach
them how to photograph historical
places, take portraits of strangers and
capture the everyday life of a small
town.
Cooper is Wascovich’s “favorite
town”. He states, “I love its history and
the old shops like Miller’s and the post
office. I love the people and the story the
town tells.”
Wascovich brings his class to Cooper
each semester where they visit local
shops and meet people as Wascovich
explains the different buildings and the
town’s history. Wascovich’s love of the
town comes out through his discussions
with his students and his dedication to
Cooper’s history. After Wascovich has
shown his students around town he sets
them free to photograph whatever they
find interesting. Wascovich tells his class
“You don’t have to go to exotic places to
take great photographs.”
Residents of Cooper may get to see
the town through an outsiders eyes, as
Wascovich is hoping that the photos his
class took will be hanging in Jalapenos
restaurant in the upcoming months. “We
have had photographs displayed there
before” Wascovich says, referring to
Jalapenos, “Hopefully we will display
the photos taken today in the next few
months. Hopefully.”

revenue continues

election to be held

Cooper’s sales tax rebate for March 2010 shows a drop over
the same month in 2009 with $4,132.84 in collections. During
the same taxing period last year $4,553.27 was collected which
shows a decrease of 9.23% in collections. Payments year to
date for Cooper are $18,182.44 which is down 7.39% compared
to last year at this same time with $19,633.64 in collections.
Texas Comptroller Susan Combs said on March 10, the state
collected $1.60 billion in sales tax revenue in February, down
8.8 percent compared to February 2009.
“After eight straight months of double digit declines, sales
tax losses have begun to moderate,” Combs said. “Sales tax
revenue continues to be down in major sectors such as retail,
oil and gas production and construction.”
State sales tax revenue for February and March payments
made to local governments represent sales that occurred in
January. Combs will send March sales tax payments of $271.3
million to Texas cities, down 6.8 percent compared to March
2009. Texas counties will receive sales tax payments of $24.4
million, down 11.2 percent compared to one year ago.
The City of Pecan Gap sales tax rebate for March 2010
showed sharp decline of 69.67% over the same month in 2009
with $152.28 in collections. During the same taxing period
last year, $502.24 was collected. Year to date collections total
$858.37 which is down 35.59% over the same time period in
2009 where $1,332.77 had been collected.
Golf Cart licenses
now available
Golf cart licenses can now be purchased at Cooper City
Hall. The annual license will cost $25.00 for every golf cart
owned and operated on city streets. The City of Cooper has
determined that the unregulated operation of a golf cart
on a public street or highway is not safe pursuant to state
regulations and prohibits the operation of a golf cart upon
any public street or highway except as permitted by the city.

On Saturday, May 8, 2010,
the Cooper Independent
School District will hold
elections for School Board
positions. Deadlines for filing
for positions expired Monday
March 8^ and deadlines
for write in candidates
expired March 15^. Six
people will be vying for
three available positions
on the board. Jake Vaugh
currently holds a position as
a School Board Member and
is seeking reelection. Vaugh
will be running against Jack
Chambliss, Kregg Slakey, RJ.
Knickerbocker, Leah Waller
and Mandy Freeman. Elected
members will hold their
position on the School Board
for three years. Jeff Phifer has
filed for a two year unexpired
term. Phifer is running
unopposed for the position
left open when Shey Stegall
left his seat on the board
when he moved away. Early
voting begins April 26^ at the
Cooper Elementary School
and will end on May 4^.
Polling sites for the May 8^
election are Cooper City Hall,
Enloe Community Center,
Ben Franklin Community
Center, Klondike Church and
the East Delta Community
Center.
Cooper PTO
says “Go Green”
Cooper elementary PTO is promoting ways to recycle in
the community. They are currently selling reusable shopping
bags to reduce waste and help the environment. All proceeds
from the sell of the bags will go toward the new elementary
playground. They are also promoting recycling throughout the
community and ask that community members do the same.
Local businesses are helping the PTO spread the word about
“going green” by setting up recycling bins for certain items.
A bin behind the Delta County Public Library is available for
aluminum cans. Delta Supermarket will recycle all corrugated
boxes. Plastic bottles and plastic bags can be placed in bins
at any of the local Brookshire’s, while Wal-mart has bins set
up for plastic bags only. All steel and tin cans can be taken
to Paris Iron and Metal. Motor oil can be dropped at the City
of Cooper Drop Station at the City Service Center. Cooper
PTO would also like to thank the community for the generous
outpouring of reusable items and donations. The PTO’s goal is
to “keep it local, support our children and recycle.”
January Students of
the Month named
Rami Shaffer and Christopher Ballard were selected as
January Students of the Month.
Cooper High School Students and Faculty recently selected
Rami Shaffer and Christopher Ballard as January Students of
the Month. They were selected for their outstanding citizenship,
character, and participation in student activities.
Rami is the daughter of David and Loretta Shaffer. She really
has one sibling, Hayley Shaffer, but would also like to claim
Tate Anderson as her sister. Rami is active in basketball, track,
and softball. She is Vice President of Programs in FCCLA,
Junior Class President, Junior Class Representative in Student
Council, Recreation Leader in FCA, and Secretary/Treasurer
in Spanish Honor Society. After graduating in 2011, Rami
wants to attend TCU to become a basketball coach, following
the path of her favorite coach, Heather Murray. During her
free time, Rami enjoys hanging out with her friends and going
places with her church youth group. She also enjoys riding
bikes with her mom.
Christopher is the son of Barry and Connie Ballard. He has
a brother, Michael, and a sister, Emily. Christopher is active in
varsity football, varsity baseball, and National Honor Society.
He has been accepted to Texas A&M, College Station and
plans on becoming either a computer or electrical engineer.
During his free time, Christopher enjoys hanging out with
friends, hunting and fishing, and playing sports.
County Fair
set for April
The Annual Delta County Fair, BBQ Cook-off and Junior
Livestock Show will be April 17^ at Cooper City Park. Be
ready for a full day of fun and entertainment. Vendors will be
set up with all kinds of goodies including food to satisfy your
craving. Nan Beeler from the Pecan Gap Pet Clinic will be
available to give your animals their needed shots from 9 to
Noon. Live Music will begin early and continue all day and
there will be kid’s zone with bounce houses, big slide and
more. The Junior Livestock show will take place from 9 to 12
with the students showing their prize animals and taking home
top honors. The BBQ Cook-off judging will take place at
9:30 AM, so if you cook up some good brisket from a favorite
recipe be sure and sign up and enter the contest. Prizes will
be awarded in 1st, 2nd and 3rd place. Entry fee is only one
cooked brisket to be served as a fundraiser luncheon for the
Paul Robertson Fund. The area Firemen will have competition
activities. Another fun Business Men’s Rodeo is planned at
the rodeo arena. This was hilarious last year so don’t miss it.
The Delta County Fair on April 17^ at the Cooper City Park
is sponsored by the Delta County Chamber of Commerce and
will be a fun filled day for everyone. Come by the Chamber
office for entry forms for the Vendors and BBQ Cook-off. For

Roxton Hawg
Waller planned
The City of Roxton Community Development
Committee has set Saturday, May 1, 2010, as the date of
the 9*h Annual Hawg Waller Festival. The Committee
urges anyone who would like to be a merchandise vendor
to contact Marleta Duke at 903-346-3657 or Elizabeth
Hankins at 903-346-3940. Also vendor applications may
be picked up at the Roxton Grocery and Cafe. All those
who would like to be food vendors should contact Rosie
Franklin at 903-346-3568. Hawg Waller is always well
attended, so sales of merchandise and food should be
good.
