2010 Year End Report
In 2010 the Delta County Sheriff’s Office
made a total of 341 arrests and handled 3,108
calls for service. There was a total of 462
Offense/Incidents reported and deputies
issued 519 citations.
On June 25, 2010 the Delta County Sheriff’s
Office was advised by a concerned citizen
that a child younger than 14 years of age
had been sexually assaulted. The concerned
citizen had been told of this incident by a
coworker. The Sheriff’s Office was able to
find the parent of the child and arranged for
the child to be interviewed at the North East
Texas Child Advocacy Center in Winnsboro,
TX. Children under the age of 17 years
that are potential victims of violent crime
are interviewed by the specially trained
counselors in a non-threatening environment
at the Child Advocacy Center. Insufficient
evidence was obtained during the interview
to determine whether the child had been
sexually assaulted.
During the investigation, the Sheriff’s Office
found that the suspect in the sexual assault of
a child had been convicted in Indiana in 2005
for “Exploitation of a Child - Possession of
Child Pornography.” It was determined that
as a convicted sex offender in the state of
Indiana, the suspect was required to register
with the Delta County Sheriff’s Office as a
convicted sex offender while living in Delta
County. A felony warrant was obtained by the

According to Mayor Richard Huie,
plans are continuing for the downtown
sidewalk project. Hayter Engineering of
Paris is in charge of the study that has
been focusing on measuring the sidewalks
around the downtown square in Cooper.
Mrs. Jean Boles was honored on her
81st birthday at the home on Bobby and
Carolyn Irvin on Sunday, January 14.
Twenty Years Ago
A series of town meetings are in the planning
stages as the City of Cooper, the Chamber
of Commerce and Delta County as a whole
look for ways to start promoting the city and
Doctor’s Creek Park on the Cooper Lake.
School Nurse Awareness Week is January 21-
25, 1991, and Mrs. Lou Ann Murray, CISD
Nurse will be recognized during the week for
her contribution to the educational process.
Last week Leo G. Millard, president for the
Chamber of Commerce appointed personnel
for nice Chamber committees, and will at a later
date name people to two other committees.
Thirty Years Ago
Almost twenty-four and one-half million
dollars were on deposit in the three banks in
Sheriff’s Office for the arrest of the suspect
for the offense of “Fail to Register as A Sex
Offender.” The suspect fled the area before he
could be arrested. With the assistance of the
Texas Rangers and the U.S. Marshal’s Office
the suspect was located in Grimes County
and arrested. A seizure order was requested
for the suspect’s computer equipment and
three laptop computers and a portable USB
hard drive was seized during the arrest. The
suspect’s computer equipment was released
to Immigration and Customs Enforcement
computer forensic laboratory for analysis.
On January 7, 2011, the suspect pled guilty
to the charge of “Fail to Register as a Sex
Offender” in District Court in Delta County
and received 5 years in the Texas Penitentiary.
As a result of forensic analysis of the suspect’s
computer equipment, the suspect was indicted
in U.S. Federal District Court on January 12,
2011 for the charges of “Receipt of Child
Pornography” and “Possession of Child
Pornography”
The suspect, Norman Keith Varner, white
male, 30 years old, is currently awaiting
transfer to a Federal Jail to be tried on the
Child Pornography charges. If convicted,
he could receive 20 years in the Federal
Penitentiary on each charge.

to the arrest of individual(s) involved in the
offenses may result with cash for tips.
Delta County at the end of 1980, continuing to
showasteady increase in theeconomy in weeks.
Forty Years Ago
Last Saturday a record number of Cooper
residents went to the polls and cast ballots in
the controversial Local Option election. When
the tally of votes was completed, the count
stood at 583 against the legal sale of alcoholic
beverages and 217 for the proposition.
After announcement last week of the closing
of the hospital portion of the Janes Clinic and
Hospital, the Delta County Commissioners
Court and Delta County Chamber of
Commerce along with other interested
persons began circulating a petition imploring
the Department of Health and Welfare to
revise their regulations regarding hospitals,
and allow the facility here to remain open.
The petition was signed by 2060 residents.
Fifty Years Ago
Rev. Robert Estes Jenkins, pastor of
First Baptist Church Cooper, will receive
his Master of Theology in graduation
exercises at Southwestern Baptist
Theological Seminary on January 20.
HOT PANTS
From my ledger: Friday, May 28,1982. Today
was a teacher work day and the last day of
school for the summer. At 4:00 Dean Houchins
and I went to check our nets. The one at Lester
Worden’s pasture was partially covered with
sediment and so heavy we couldn’t raise it
beside the boat as usual or the boat would
flip. I got on the nose of the boat and started
pulling. Really was heavy but hoop by hoop
it came into the boat. Had several buffalo and
catfish with the biggest, thirty five pounds.
At midnight I went to Morris Partain’s office
near Cooper on Highway 24 to work at our
EMS, Memorial Day rest stop. Served coffee
and snacks until 6:30 Saturday morning.
On the way home I drove across South
Sulphur and it was almost bank full at the 19
bridge. At 2:00 p.m. Dean and I drove to the
end of the dead end road near the Templeton
pecan orchard. Walked out to the river
carrying Dean’s small boat motor. As I started
down the bank, gasoline somehow came
out of the motor and got all over my jeans
and underwear. I shucked them off before it
started getting hot. Hung them on a tree limb
so all the gas would evaporate. Gasoline on
your pants wifi blister you but it evaporates
quickly from naked skin. Got in the boat
with a long sleeve shirt and that was all.
The temperature was a little over ninety and
the boat seat nearly blistered me as I sat
down. I jumped up and put several handfuls
of water on the boat seat to cool it off. Dean
was sure laughing at the view. Sonny George
has the place leased and I soon heard his
tractor coming. He often has his wife with
him so I scrambled getting my shirt off and
wrapping it around my waist. Looked like a
big diaper. Yep, he had his wife with him and
stopped to talk a few minutes before going on.
Not only did I get gasoline on me and not catch
any fish but when we got back to the pickup
we had aflat. As we walked toward Charleston
no one was home at Tommy Ingram’s, Paul
Trapp’s, or Carl Worden’s. Got a ride at Pud
Oats’ house and to Dean’s for an air tank.
Tuesday, June 1, 1982. I tried to load a colt
I’m breaking and it pulled back, broke the
rope, and took off bucking. Went around the
house where the kids were playing on the front
porch and they all scattered. The colt hung

all the way to the bone on my forearm.
Since I was headed for the river I had worn
old tennis shoes. Didn’t want to get my
boots wet. A big calf had knocked a board
off the chute and I stepped on it, running a
nail almost all the way through my foot.
We finished working calves and I rode on
to the river, not finding any fish in the net.
Now to the present in 2011. There are four
main phases of the Moon. During New Moon
phase you cannot see the Moon because it is
between us and the Sun. A week later the Moon
is half full and called first quarter. After seven
more days we have F ull Moon followed a week
later by another half moon called third quarter
then the cycle repeats itself. This month’s
Full Moon is/was Wednesday, January 19.
The recent snow stayed on the ground in
some areas for over a week. A few folks said
it was maybe a record. I decided to ask 84
year old Papa, Thomas Peters. Sometimes I
think he can remember when he was born.
Sure nuff, he recalled January, 1951 when we
had snow and sleet on the ground for almost
a month. He was able to drive his car all the
way to South Sulphur River and turn around
on plowed ground. Snow and ice had all the
furrows filled and frozen level across the tops.
Bumper stickers: Eagles may soar but
weasels don’t get sucked into jet engines.
The hardness if the butter is proportional
to the softness of the bread. The severity
of an itch is proportional to the reach. The
problem with the gene pool is there is no
lifeguard. Monday is a terrible way to spend
one seventh of your life. The sooner you fall
behind the more time you have to catch up.
A clear conscience is usually a sign of a
bad memory. A fool and his money are soon
partying. I was sad until I met a man with
no feet and I said, “Have you got any shoes
you’re not using?” On my second birthday I
was really upset because I doubled my age
in one year. I thought, if this keeps up, by
the time I’m six, I’ll be ninety. If I melt dry
ice can I take a bath without getting wet?

Home Administration, has announced that
all disaster loans made in Delta County
for the 1953 crop year has been repaid 100
percent. Disaster loans total $37,570 for the
1953 crop year to Delta County Farmers.
A Birthday party was held for Gary and Rusty
McClanahan last Wednesday afternoon at
the VFW hall by their parents, Mr. and Mrs.
Weldon McClanahan. Gary was six years of
age on Jan. 17 and Rusty was four on Jan. 21.
Supt. Wade Bledsoe of the Cooper School
District issued a plea to all parents in the
district to report children who wifi be 6 and
under 18 years of age on September 1, 1954.
