There's more than one way to approach demolition. A welding accident caused a fire at Bulldog Stadium last Monday.
Firefighters were called to put out the fire that ignited as welders were dismantling bleachers at the old stadium. The
bleachers are being dismantled and moved to the Rodeo arena. The stadium is being dismantled to make room for
construction of the new elementary school which will be built on the site.
Council discusses
water projects

The City Council of the City of Cooper met Monday night
in a regular meeting to discuss several subjects including water
projects and annexation.
Moses Ogolla, an engineer from Hayter Engineering,
updated the council on three issues. The pre-final inspection
has been performed on the water tower and a punch list of
minor issues was taken care of. Once the final inspection is
completed on Wednesday, the one-year warranty will begin
on the tower. A final pay estimate of $34,914.70 was also
approved to be released after the inspection. Ogolla updated
the council on the waterline relocation project on East Dallas
Avenue. Mike Tibbets has requested bids and they are awaiting
environmental approval from ORCA. The final project update
involved the inspection that was performed by TCEQ on the
Big Creek Lake Dam. They are waiting on the final written
report but the verbal remarks were that the maintenance and
care for the dam was very good and only very minor items
were suggested for change.
The first public hearing was held regarding annexation of
Chuck Phillips’ property at 1301 E. Dallas Avenue in Cooper.
City Attorney Jay Garrett read the legal description and said
that there were adequate municipal services and saw no reason
to reject it. The council will make the final decision during the
next meeting after the next public hearing is held at the site.
An ordinance was unanimously approved to set April
28 and May 6th 7 a.m. to 7 p.m. for early voting for the city
election, which will be held on May 10. Three positions will
be open for city council.
Chamber/Review debate brings out candidates and the public

The Delta County Civic
Center was buzzing last
Thursday night when a non-
partisan debate that was
sponsored by the Cooper
Review and the Delta County
Chamber of Commerce was
held. Over one hundred
people were on hand to hear
13 of the 14 candidates for
the four positions, constable,
county attorney, county
commissioner precinct 1
and precinct 3 and sheriff,
answered questions fielded
by moderator, Kerry Craig,
publisher of the Leonard
Graphic.
“Turn out for the national
and state candidates was a
little low, however, there was
a Democrat forum in Lamar
County, a political forum
in Hunt County and the
Hopkins County Chamber of
Commerce held their annual
banquet that same night.”
said Roger Palmer, publisher
of the Cooper Review and
Chamber Director.
All candidates were asked
a series of questions relating
to the position they were
seeking that were submitted
to the Cooper Review and
chosen at random for each
group of candidates for the
office they are seeking.
Candidates for Delta
County Attorney, incumbent
Michael Bartley and Frank
Moore, were asked a series
of four questions and one
of those questions was what
crimes does the county
attorney prosecute most often
and what will the candidate
do to reduce it.
Moore said that “family
violence, DWI and theft cases
are the top cases.”
He feels that family
violence and DWI cases need
to be stopped immediately.
If the cases are prosecuted
and the offenders learn that
they will be sent to jail, there
is a fair chance they will be
stopped. He suggests docket
calls more than once a month
perhaps holding them two or
three times a month because
there is a need to get the case
load lowered.
Bartley said that “without
a doubt, the most difficult
crime we deal with is driving
while intoxicated.” He said
that Texas has the highest
number of DWI fatalities in
the U.S. There are two DPS
officers assigned to Delta
County and the deputies in
the sheriff’s office working
on DWI and he says that
the County Attorney’s office
is very hard on DWI cases.
A lot of the cases that are
prosecuted by the office are
not citizens of Delta County.
DWI is a very difficult
problem because there are
consequences far beyond
the person committing the
offense. There is a very severe
penalty plan in place now for
the DWI cases.
Candidates for
the Constable, County
Commissioner for Precincts
1 and 3, and Delta County
Sheriff were all given
questions to answer and were
allowed a timed three minute
response.
“We would like to thank
our moderator and all of the
candidates,” said Palmer.
“We would also like to thank
the Chamber of Commerce
and Ron Thurman, Friends
of the Community and the
Civic Center, the Boy Scouts
who provided a meal before
the debate and also lead the
Pledge of Allegiance and all
of those who helped set-up
for their help in making this
event a success.”

Elevator strands county employee
A county employee
was stuck in the courthouse
elevator last Saturday.
The elevator stranded
Renee Booth inside when
points on the motor that
powers the elevator burned.
Grace Crabb who was
working with Booth Saturday
smelled smoke. Crabb got
Tommy Rich who went to the
fourth floor who found the
motor to the elevator on fire.
Rich got a fire extinguisher
and put the fire out and then
proceeded to get Booth out of
the elevator.
The elevator was still out
of order Monday but should
be repaired soon. Repairmen
who were called out to repair
the elevator said repairs could
take several days.
There was no danger to
Booth said a representative
of the courthouse since the
elevator runs on a piston
system and not cables.

Accident closes roadway
An accident on Dallas Avenue between the square and the courthouse had the highway
closed for several hours Monday. No one was injured, but gas had to be cleaned up from the
road before traffic could return.
