Scouts of America and the Last
Frontier Council for obtaining
the rank of Eagle Scout. Only
two percent of Scouts attain the
highest rank of the Boy Scouts
of America. An Eagle Scout
must have completed at least
21 merit badges and demon-
strate Scout Spirit through the
Boy Scout Oath and Law, ser-
vice and leadership.
Johnson chose to build top-bar
bee hives for his project. The
two large hives were donated to
Newey Ranch of Midwest City,
OK and will be used to facili-
tate pollination of wildflowers
along planned walkways and
recreational community areas.
Johnson is a member of Big
Tepee District’s Troop 267,
which is chartered by Douglas
Boulevard United Methodist
Church in Midwest City. He
joined Cub Scout Pack 280 at
age seven and later earned the
highest Cub Scout award, the
Arrow of Light. Johnson also
traveled to Washington D.C.
in 2010 to represent Oklahoma
of America National Jamboree
with more than 50,000 Scouts
from across the world.
He is a junior at Choctaw
High School. After high school,
he plans to attend a university
to study veterinary medicine.
Johnson is the son of Travis
and Janet Johnson of Choctaw,
OK. He is the great-grandson
of Bob and Janice Lempges of
McLoud and Freda Anderson of
Cooper, Texas. He is the grand-
son of Tom and Marsha Shipley
of McLoud, OK; Phyllis John-
son of Choctaw, OK; Wendell
and Janie Johnson of Jones,
OK; and Joe and Teresa Ander-
son of Altus, OK.

urday, August 11 at 2 p.m. at
the St. Vincent De Paul Church

Area schools gear up for back to school
COOPER ISD
Students who will be in the
6th through 12th grade at Coo-
per Jr./Sr. High this school year
may pick up their class sched-
ules on Tuesday, Aug. 14 and
Wednesday, Aug. 15 between
the hours of 9 a.m. - 11 a.m.
and 1 p.m. - 3 p.m.
On Thursday, Aug. 16 Coo-
per Jr./Sr. High School will
hold orientation for 6th and
9th graders in the cafetorium
at 6 p.m. Valuable informa-
tion to assist the students and
parents will be provided. Stu-
dents will be able to find their
classes, lockers and meet their
teachers.
Cooper Elementary will post
class rosters on the front doors
Monday, Aug. 20 about 8 a.m.
Families should watch for
the Big Yellow Bus rolling
through town Tuesday, Aug.
21! Teachers will be making
home visits to hand out flyers

built in a day, but it was built,
and just as these goals cannot
be accomplished overnight,
they are attainable.
London provided a map
which defined the Delta
County Trade Area to be: Fan-
nin, Lamar, Red River, Hunt,
Delta, Hopkins, Franklin and
Titus Counties. He also stated
the establishment of an EDC
must pass the “SWOT” test
which means we must look
at the strengths, weaknesses,
opportunities, and threats
brought about if an EDC is
established..
Darrell then provided a list
of items that various local
citizens have told him that
they feel are needed in Delta
County:
1. Economic growth
2. County-wide beautification
3. Increase Ag sales
4. Youth programs
5. Improve law enforcement
opportunities
6. Expand Meal-a-Day
7. Provide free child care fa-
cilities
Additionally, London re-
ported that Jay Garrett has
not yet provided information
on the status of previous City
or County Economic Devel-
opment Corporations and
whether one of these may be
re-incorporated.
Other discussion centered
around tax abatements and
the possibility of utilizing
lease arrangements to provide
buildings for companies look-
ing to locate in Delta County.
The next meeting of the
Steering Committee wifi be
at noon on August 20, 2012 at
City Hall.

the SIB loan funds should be
available by the end of Au-
gust. The letting of construc-
tion contracts is scheduled for
August, 2013.
Board Member Holland
Harper discussed the plans for
depositing funds in the bank
and disbursing funds during
the project. Interest will be
earned on funds that accu-
mulate in the bank for peri-
ods of time while the project
continues. He raised the ques-
tion of how the funds that are
above the $250,000 FDIC In-
sured level should be handled.
Harper agreed to discuss op-
tions with the bank and bring
a proposal to the next board
meeting.
The next regular meeting
for the SuRRMA Board is
tentatively set for Thursday,
September 6 at 6 p.m. at City
Hall.

opment Center at Paris Junior
College wifi hold a compre-
hensive workshop and free
counseling for prospective
and current small business
owners in the Cooper and
Delta County area.

scheduled from 10 a.m. to
noon on Tuesday, August 28.
The session wifi be held at
the Delta County Chamber
of Commerce, 41 West Side
Square in Cooper. Call 903-

The workshop topics wifi
include legal requirements
for a small business; the dif-
ferent forms of business orga-
nization and their advantages
and disadvantages; conduct-
ing a feasibility study; writ-
ing a business plan; getting
a sales tax permit; the types
of financing available for a
start-up business; what lend-
ers want to know and infor-
mation on Small Business
Administration (SBA) guar-
anteed loan programs.
Free, confidential counsel-
ing to start or expand a small
business will be available by
appointment between 10 a.m.
and 4 p.m. on August 28. Call
the Chamber to schedule an
appointment.
Free training for small busi-
nesses continues to be offered
through two grant programs
from Texas Workforce Com-
mission.
The Skills for Small Busi-
ness Grant offers owners and
their employees free tuition
to take any Paris Junior Col-
lege course, credit or non-
credit (limited to $1,450 for
new employees and $725 for
existing employees). The
Entrepreneurial Training
Grant offers business own-
ers or persons interested in
starting a new business free
training (limit of $500 per
person).

how to take advantage of
these limited-time training
grant programs awarded by
the Texas Workforce Com-
mission.
