ceptable or popular to the
majority of Canton citi-
zens.”

ton want a city manager
type of government
there is a means to do
that. You can petition the
city council and mayor
and we can call an elec-
tion and let the citizen’s
vote...”
Hilliard said he objects
to the terms on the con-
tract and not who the
contract is for because “it
doesn’t protect the city
as it should.”
Yarbrough asked
Cluck how he felt about
the discussion of the
contract, and Cluck
noted that although his
contract has been dis-
cussed in executive ses-
sion several times, “I
think the last time is the
first time I’ve got to talk
with ya’ll about it. I
thought the last time we
talked, we had a con-
sensus by the council.”
Yarbrough then made
a motion to postpone
any more action on the
contract until the next
regular city council
meeting which is sched-
uled for December 18.
The motion was sec-
onded by Burrage.
The motion then failed
with a lack of a consen-
sus with Benson,
Chambliss and Stewart
voting against the sec-
ond motion made by
Yarbrough.
Stewart then made a
motion to approve the
contract that was nego-
tiated between Stutts
and Cluck on November
30.
The motion was sec-
onded by Chambliss.
Stewart said the sal-
ary proposed in Cluck’s
contract was $95,000,
and that salary is within
the range which was
agreed upon by the
council in August, when
they began their search
for a city manager.
Stewart noted the salary
range was $95,000-
$105,000.
“Mr. Cluck can be ter-
minated with no sever-
ance upon the following
conditions.. .Majority
vote of the council at
any time because of con-
viction of a Class A mis-
demeanor or because of
gross misconduct,”
Stewart said. “...To
think that Mr. Cluck is
going to run off with a
couple hundred thou-
sand dollars of the city’s
money for whatever rea-
son for severance is dis-
ingenuous at best.”
“He can be terminated
for no confidence upon
a 2/3 vote of the coun-
cil,” Stewart continued.

“Which means if we de-
cide we don’t like him,
or I don’t like the way
he looks, then he gets
severance and in my
mind that is fair. The
severance is for the re-
mainder of the term that
is specified in this con-
tract.”
“We’ve had five city
managers since 1999
and in my mind it is be-
cause we have no level
of stability in that posi-
tion,” he continued.
Stewart went on to
say the terms of who
Cluck reports to and
who can reprimand him
have been spelled out in
the city manager ordi-
nance that has been on
the books for more than
15 years.
“This is not a bomb-
shell from out of the
blue,” Stewart said.
“There is no veiled at-
tempt to do anything
with our form of govern-
ment. The city manager
reports to the council.
The council supervises
him and they take care
of problems when there
is a problem. This is
nothing new.”
After more discussion
between the council and
mayor, the motion passed
3-2 with council members
Stewart, Benson and
Chambliss voting in favor
of the new contract and
council members Burrage
and Yarbrough voting
against the contract.

This Friday and Satur-
day, Lakeside Baptist
Church is planning a
Christmas Celebration
like no other.
Two performances
were lined up this year for
their special Christmas
music presentation for the
community, but before an
ad could be published in
the newspaper, tickets
were gone.
Although the presenta-
tions are free, tickets were
printed in order to guar-
antee those wanting to at-
tend, a seat.
Music minister Don
Bolin along with associ-
ate pastor Reverend Ben
Bolin assisting in the pro-
gram, explained that last
year the church was filled
to capacity and had to
turn away people due to
fire code enforcement.
This year, the church
added a second perfor-
mance and tickets were
gone within four hours.
“Once that happened
we thought ‘on my good-
ness’,” Don Bolin ex-
plained. “So we will open
up for a third performance
at 10 a.m. on Saturday
with no tickets. This will
be the whole show that
will be presented in its
entirety.”
The bonus presentation
on Saturday will be avail-
able on a first come, first
seat basis and doors to the
sanctuary will open at 8
a.m.
The music will include
fun Christmas tunes and
traditional Christmas mu-
sic.
“The Christmas con-
cert is something that our
pastor wanted our church
to give as a very special
Christmas gift to the com-
munity,” Don Bolin said.
With more than 200
people involved in the
production, from the adult
choir and children’s en-
semble to Insight youth
choir and a drama team of
two from North Carolina
called Acts of Renewal,
Bolin said the presenta-
tion is a family friendly
event for the entire com-
munity.
“It is great music and
something children and
adults will enjoy,” Don
Bolin said. “It’s a very
family friendly Christmas
musical activity.”
“It is truly a gift from
our entire church to the
community,” Don Bolin
concluded. “Everyone is
encouraged and invited to
come out and enjoy this
special music.”

High School Band
Concert Scheduled
Donations For Manna
Being Accepted
The Canton High School Band will host their an-
nual Christmas concert on Thursday, December 20,
at 7 p.m. in the Larry Davis Auditorium.
The concert is free to the community.
This year the band is hosting a food drive to ben-
efit Manna food bank in conjunction with their con-
cert.
Everyone attending is encouraged to bring canned
food items and/or donate a ham or turkey that will be
donated to help needy families this holiday.

concert with taking up a collection in Santa hats for Santa’s Kids Christmas, a program for the foster kids in Van Zandt County. Co-President of the Van
Zandt County Child Welfare Board and Chairman of Santa’s Kids Sandy Hilliard accepted the donation from CHS Choir Director Michael Senter.
Hilliard explained that currently there are 92 children from Van Zandt County in foster care. Anyone interested in making a donation to help provide
