to proceed to-the final reading of the amendment
to the Jefferson Rail-read Charter
Mr. Bryan arose to enquire the nccesiity of tt
much excitement in the passage of the bill.
Mr'Tavlor of Cass. I thiubtl had given a
satisfactory explanation yesterday- The circum-
stances which gave rise to the amendment are
these: Soon after the passage of the charter foi
tfce Pacific Rail-road lest session of the Legisla-
ture I found that the town of Jefferson lay be-
tween the supposed routes of the Mississippi and
Pacific and the Ticktburg and El Paso Rail-roads
I then introduced the charter I now propose to
amend. Neither of these Toads have as ye inov-
eA towards completion. Recently we have been
made satisfied that the Vicksburg and Texas Rail-
road will soon be completed to the boundary line
about twent-five miles from the town of Jeffer-
son. I ask now that this charter be so amended
as that the Jefferson Bail-road Company can con-
nect with the Vieksburg road at its terminus ou
our eastern boundary. The charter as it now ex
ists gives them no such right. Itis well known
that .Fairy Lake has not been in suitable conaition
for navigation for a considerable length of time
and there are at present more than 2500(1 bagh
of cotton in the town of Jefferson awaiting a rue
in the waters to be f ransported to market and no
one can tell when it will get away.
The citizens of Jefferson have now 200000 dol-
lars worth of stock subscribed for the building of
this road and as soon as they arc assured they
have the right tojeouuect with the Vicksburg road
they will organize and commence work at onco.
I will simply icinark here that this charier dif-
fers from all others heretofore granted by the
Legislature In that itis specified that the road"
shall be completed within the period of live years.
Mr Flanagan. I feel friendly to the proposi-
tion. now1 under consideration. It appears fo me
neccsf&ry however tharwe shpuld lay dow n some
settled coureebf policy in tho beginning of the ces-
sion to bo pursued informal. I have no doubt the
Hon. Senator (Mr. Talor) is honest nnd siuceru
In his advocacy of the bill. I as an individual
however would much prefer to have the amend-
ment referred and deliberately investigated.
Mr. Lott I think Senators aro laboring under
a misapprehension. As I understand the amend-
ment it will not luterfere with the privileges of
anr rail-road charter heretofore granted. There
is great probability that those other roads will
never be completed. Tho citizens of Jefferson
now.ouly ask for tho privilege of connecting with
a road which is likely to be constructed in a short
time.

candidlv confess Ium alarmed when I hear the
subject" of the Pacific Hail-road alluded tp. It
grates handily upon my nerves. If tho amend-
ment would designate tho town of Marshall which
tho Vicksburg road will paEK through I should
much lets object to it. .
I sincerely regret to oppose this bill for m feel-
ing 1 am with tho Hon. SenatorMr. TajlorJ aud
his whole count-; but I Jo uot think tho interest
of that section "of country will suffer materially
by tho postponement of tho final reading of" the
bill.
Mr. Taylor of Cass. I cannot seo for my life
how this Iittlo bill can havo anything i o do with
the Pacific Rail-road. Instead of desiring to
have any connection with that road wc aro en-
deavoring to get away from it. Within eighteen
months Irom this time tho "Vicksburg road -will be
iitrml.tf!d. It is fhe inteutiuu of tho citizens of
Jeflerson if this bill is approved to goto work at I
ituce and m one j-ear and a nail irom uus ume
the cars will be running to Jefibrson. If there is
any bugbear or deception in this bill I cannot see

who have a right to ask it and I hopo that Sena-
