Gold watch with diamonds taken
A report of theft was filed
by Joyce Kenemore in the 100
block of CR SE4297 on Mon-
day, July 9. Mrs. Kenemore
told officers that sometime be-
tween Wednesday, July 4 and
Monday, July 9 someone took
a women’s gold watch with
diamonds from her residence.
The watch, which was in her
jewelry cabinet, was valued at
$12,000.

A second report of theft was
filed from a residence in the
100 block of CR SE4297 on
Monday afternoon. Betty Jo
Waltman told officers someone
came into her house and took
a 24 to 30 inch silver necklace
with Palanque head, a gold
chain with a gold watch locket,
and two cuff style bracelets,
one silver and one Brighton
withablack stone. Thejewelry
was valued at $1,214.

Officers responded to the
500 block of 1-30 West at the
Fina Station on Saturday, July
14 for a report of a theft. Gor-
don Redfem of Harlingen, Tex.
told officers someone took his
Apple Ipod 4 cell phone while
it was laying on the counter at
the the store. The phone was
valued at $600.

Monique Ritter of Como
filed a report of theft on
Wednesday, July 11. She told
officers someone took a CB
radio and a rebel flag from her
residence in the 1700 block of
CR SE4105. The items were
valued at $370.
•
A manager at the Love’s
Travel Stop at the corner of
Spur 423 and the northeast
access road filed a report of
theft on Saturday, July 14.
The manager told officers that
four NASCAR jackets and two
bobble head figurines had been
taken. The value of the items
was set at $310.

A report of theft was filed
by Sheron Harvey of Mount
Pleasant on Monday, July 9.
She told officers someone took
a Garrnin GPS system from her
vehicle while it was parked at
Twin Oaks Park on Lake Cy-
press Springs on Friday, June
29. The value of the system
was set at $150.
•
Merry Haney filed a report
that someone had pushed her
daughter aside and took a
white pit bull from their resi-
dence in the 10,000 block of
Hwy. 37 S. on Wednesday,
July 11. The case remains un-
der investigation and no arrests
have been made. The dog was
valued at $100.
•
A report of a disturbance
was filed on Monday, July 9 in
the 200 block of CR NE2220.
Several subjects were arguing
over payment for mowing a
yard. No arrests were made.
A report of a violation of
a protective order was filed
on Monday, July 9. A report
of telephone harrassment was
received on Thursday, July
12. Both cases remain under
investigation.

There were 47 inmates in the
Franklin County Jail on Monday,
July 16. The following arrests
were made by officers last week:
- Leon Weldon Shine, Jr., age
42 of Mount Pleasant, charged
with public intoxication, $500
bond.
- James Franklin Vanginault,
age 49 of Winnsboro, charged
with probation/parole violation,
bond denied.
- Isaiah Loyd Jones, age 35
of Mount Vernon, charged with
forgery of a finacial instrument,
$5,000 bond; and two counts of
evading arrest out of Taylor Coun-
ty, $1,000 and $1,500 bond.
- Bobby Dale Webb, age 42 of
Winnsboro, charged with public
intoxication, $40 bond.
- Gerald Alan Waters, age 61
of Mount Vernon, charged with
DWI, second offense, $5,000
bond.
- R. J. Diggs, age 22 of Mount
Vernon, charged with no driver’s
license, $250 bond.
- Melissa Jean Griffin, age
40, charged with fleeing police
officer, $5,000 bond; and DWI,
$2,500 bond.
- Desiree Mary Lewis, age 37
of Mount Vernon, charged with
a bond forfeiture on a charge
of theft, $10,000 bond; and bail
jumping and failure to appear,
bond denied.
- Dalecia Deshai Fountain,
age 26 of Mount Vernon, charged
with speeding, $300 bond; driv-
ing while license invalid, $2,500
bond; expired inspection cer-
tificate, $328.50 bond; and driv-
ing while license invalid, $475
bond.
- Terrick Anthony Johnson,
age 45 of Mount Pleasant, charged
with driving while license in-
valid with a previous conviction,
$2,500 bond.
- Sanjeevkumar S. De, age 39
of Mount Pleasant, charged with
driving while license invalid,
$750 bond.
- Christopher Jesus Diaz, age
19 of Mount Vernon, charged
with Camp County warrants for
failure to identify fugitive from
justice, $4,500 bond; and failure
to appear, $716.93 bond.
- Marvin Tovar, age 19 of
Pittsburg, charged with a Camp
County warrant for failure to
maintain financial responsibility,

Attorney General warns of
utility bill payment scam
A new identity theft scam
that is sweeping the country
claims that Americans can
get federal financial assis-
tance to help cover the cost
of their utility bills. An alert
was issued by Attorney Gen-
eral Greg Abbott’s office this
week.
Using in-person solicita-
tions, social media, fliers,
phone calls and text mes-
sages, scammers are contact-
ing customers and claiming
that a new federal program
established by the Obama Ad-
ministration is providing free
utility bill payment credits or
applying payments on cus-
tomers’ behalf.
To benefit from the purport-
ed program, utility customers
are told they must provide
their Social Security and bank
routing numbers. Victims who
provide their sensitive person-

called "Federal Reserve bank
routing number’’ to pay their
utility bills. Customers are
led to believe that their util-
ity bill will be paid if they use
this routing number and insert
their Social Security number
as the bank account number.
In reality, there is no such
program, no federal money
and no payments ever applied
to the customers’ accounts.
Customers who use the fraud-
ulent bank routing number are
still responsible for their util-
ity bills and must make pay-
ments on their own.
To avoid falling for this
scam, Texas utility customers
should consider three tips:
- Never provide Social Se-
curity numbers, credit card
numbers or bank account in-
formation to anyone who re-
quests it during an unsolicited
phone call or in-home visit.
- If someone calls claiming
to represent the local utility
company and demands im-
mediate payment or personal
information, call recipients
should hang up the phone
and call the customer service
number on their utility bill.
Texans should never give in
to high pressure calls seeking
personal information.
- Texans should never al-
low anyone into their homes
to check electrical wiring,
natural gas pipes or appli-
ances unless an appointment
has been scheduled or a util-
ity problem has been reported.
Anytime a utility employee
arrives at a residence, the oc-
cupant should require that
the employee produce proper
identification.

The Code Red Warning
System was adopted by the
Franklin County Commis-
sioners’ Court in April, 2012
after having considered many
warning systems. There is no
charge for Franklin County
citizens to sign up for the ser-
vice.

Road sign damaged in accident
A road reflector sign
and a culvert owned by the
state of Texas were dam-
aged in an accident at 3:25
p.m. Sunday, July 15 on 1-30
westbound.
Brian Edward Leland, age
39 of Lewisville, was travel-
ing west on 1-30 in his 2004
Chrysler Sebring when he
exited westbound 1-30 at the
147 mile marker. Accord-
ing to the reporting officer,
Mr. Leland failed to control
speed and left the exit ramp
and collided with the sign
and culvert.
Amber B. Leland, age 15
of Lewisville, was a passen-
ger in the vehicle. Neither
was injured in the accident.
Brian Wetzel, age 18 of
Mount Vernon, was arrested
and charged with DWI af-
ter an accident at 4:50 a.m.
Wednesday, July 11 at FM
115 and CR SE4360.
Mr. Wetzel was traveling
north on FM 115 in a 2001
Mitsubishi just south of CR
SE4360 when the car went
off the eastside of FM 115.
Mr. Wetzel overcorrected, re-
entered the roadway, crossed
both lanes of traffic, and left
the roadway to the west. The
car hit an embankment and
came to rest facing west.
Mr. Wetzel told officers
he fell asleep prior to the
accident.
Larry Wallice, age 18, and
Thomas Smythe, age 19, both
of Mount Vernon were pas-
sengers in Mr. Wetzel’s car.
Mr. Wetzel’s bond was set
at $2,500.

No injuries were report-
ed in an accident at 2:32
p.m. Wednesday, July 11
on Hwy. 37 north near the
South Access Road.
Peter Johnson, age 24 of
Winnsboro, was traveling
north on Hwy. 37 N. in his
2005 Dodge truck towing a
homemade trailer. Shirley
Bums-Francis was traveling
beside Mr. Johnson in the
left lane in her 2000 Pontiac
Bonneville.
The trailer attached to the
truck came unhooked, hit the
car in the right front quar-
terpanel, and turned all the
way around in front of Mrs.
Francis’s car and headed
back south.
Mrs. Francis had seen the
trailer come unhooked and
was able to slow down and
not be hit by the trailer again.
The trailer went off the road
and hit a telephone pole. The
pole was not damaged.
No injuries were reported in
an accident at 5:55 a.m. Satur-
day, July 7 on 1-30 eastbound
at the 144 mile marker.
Terry Narramore, age 56
of Mount Vernon, was trav-
eling east on 1-30 in a 1998
Kenworth semi-truck towing a
trailer when both ride side tires
on the front axle of the trailer
broke off and separated from
the trailer.
Morris Barrier, age 40 of
McKinney, was traveling be-
hind Mr. Narramore’s vehicle
in a 2005 Dodge Caravan and
was hit by one of the loose
tires after it rolled under the
trailer. The impact from the
tire caused Mr. Barrier’s car
to hit the center concrete wall
of the interstate. Both vehicles
stopped facing west on the
shoulder of the highway.
Heidi Barrier, age 40, Av-
ery Barrier, age six, and Anna
Barrier, age seven, were pas-
sengers in the van.
