197H, month* of frigid
weather followed by a drouth
stricken summer and fall can
be recapped as another year
of progress for Rains County.
Reviewing last years editions
of the RainsCounty Leader,
the following ac tivities were
perhaps some of the best re-
membered and/or most Impor-

Early in 1978, the Rains ISP

Also early In the year a
Town Hall meeting was held
with 41 present. Various
County wide problems were
discussed and apparently that
was that. How quickly
we become disillusioned.
Another project that was
batted around all year was
the proposed low-rent housing
project and although a site
and financial arrangement!
w as selected and agreeded
upon by all concerned, we
do nor seem to be any closer
to having a low-tenl houhng
project than we have been
for the la, tew years.
Two long awaited projects
that were completed during
1178 was the official open-

on June 12th and even tho
we have been unable to

The other project brought

Overall, conduction It
RainsCounty continued at a
brisk pace through^'t the
\ear. New homes, additions
to business establlshments
and other improvements
around the area.
Perhaps the busiest people
in the countv last year were
those connected with the
local Sheriff's department.
Early in March ttiey conflsi-
cated $30,000 in stolen
merchandise, followed by
additional drug and theft
raides throughout the year.
The 1978 Sheriff’s depart-
ment seemed to be the most
active and efficient the county
has had in sometime. As
one member of the past grand
jury said,"Well, they are
trying -if nothing results
from their efforts, it certaintly
isn't their fault". However,
due to some departmental
action a $100,000 law suit
was filed against the County
for "arrest and imprisonment
without cause".
The RainsCounty grand
juries were also busy through
out the year and it can be
said that more indictments.

together,
both the Emory and Point
Fire Departments had a busy
year with numerous ambul-
ance c alls ~nd the rash of
grass and brush fires til at
swept the county during the
Lite •jrnmer. Three area
homes were destroyed by
fire in 1978 and a blaze of
unknown origin caused over
?17,101 to the alns School
earlv last year.
In other tragiu events, the
county had one drow nlng
victim and two highway
fatalities.
The unttnely death of
County Judge Cecil Johnston
occurred in June and the
newly elec ted County Judge
Lloyd McKinney was sworn
into office as w as newly elect-
ed County* lerlf Eddie abe.
In other happenings around
the area during the year, at
random, we found that in
June, the alns County Leader
had celebrated It’s ‘‘1st birth-
day and we are all planning
on being here for the 100th.
Mrs. Ai die Mae Shlflct
was tfie 1 <78 recipient of the
coveted P7 A Life Membership
Aw ard.
In June the city of Enory
received a 30 \ear loan at
V interest from Farmers Home
Ad it n. to in prove existing
water lines and to install a
1 '","00 gallon water storage
plant. Cost $376,4o0.

saw kains* ounty designated

The R rfnettes made a long

Senator John Tower visited
RainsCounty twice during
the year and although the
County as a whole went

when time came to vote,
we came away with a Rep-

Both banking institutions
noted aibstantial increased
deposits during the year and
it seemed that everyone that
wanted employment had
a job.
Livestock prices zoomed
upwards during the early
winter months and livestock
producers closed the year
with a gut feeling that things
were actually going to get
better.
All in all it wasn't a bad
