Columbus Ohio January 4 In the re-
publican caucuses this evening for the or-
ganization of the Rcncrar assembly the
Hanna men secured control of the house
anJ the Koraker men of the senate Some
of the nominations for the latter were
made without opposition but there was a
fight to a finish for tho e of the house
especially for the speakership There was
no compromise in either caucus In the
senate the senators make up the standing
committees themselves In the house the
speaker appoints all the committees and
the contest was primarily tor the speaker
ship Representative Cole in presenting
the name of W S McKinnon of Ashta
bula for speaker denied that McKinnons
election could be construed as a humilia-
tion of Senator Foraker whose reelection
they all desired
Representative Guerin in presenting the
name of Aaron E Price of Athens for
speaker repeated the statement that Price
had been indorsed originally by both sen-
ators and other republican leaden He
denounced outside Influences and the
threats to make one termers out of cer-
tain members
McKinnon was nominated over Price on
the first ballot by a vote of 28 to 20
After McKinnons address of acceptance
Price made the sensational speech of the
day by nominating and declaring himself
for Hanna for reelection to the senate two
years hence
Price said that he found it easier to get
pledges than votes and eulogized Hanna
and McKinnon to whom he credited his
defeat
Burgess T McElroy was nominated for
reelection as chief clerk of the house over
H V Speelman on the first ballot The
Foraker representatives made their last

The result of the senate nominations
was due to George B Cox of Cincinnati
The opposition today proposed to Cox that
he namc a new slate and the only place
the others were to ask on it was the chief
clerkship for W B Uhl of Cleveland
Cox insisted that he had pledged himself
for Archer Scobey and others and could
not change his course
The result of the nominations may be
farreaching in its effect The prestige of
the Ohio senators with the administra-
tion and in future National and State
campaigns the reapportionment of the con-
gressional districts so as to affect those
who are now in congress and also those
wanting to go to congress the next guber-
natorial and other nominations for State
offices as well as the reelection of Sen-
ator Hanna two years hence have been
openly and freely discussed as the contest
was waged the past week

THE TEXAS SITUATION
Promises of Interesting Developments in
the Near Future Becoming Numerous
Special to The Post
Washington January 4 Promises of in-
teresting developments in the Texas pa-
tronage situation are becoming more nu-
merous daily National Committeeman
lfawley of Texas who according to his
friends was not expected to come here for
a month or so If at all passed through the
city this morning en route New York It
is understood he will remain In the me-
tropolis for seme time and that he will
come to Washington only in case he is
needed as one of the Texas republicans
now here expressed it today
It is plain that Hawley is by no means
certain of his footing with Roosevelt and
that he is not going to endanger by pre-
cipitate action any possible chance of be-
ing reinstated in the good graces of the
president
It is understood that exSenator Burns
of Houston saw Hawley when the latter
passed through the city today but no of-
ficial information regarding the matter has
been given out
Mr Burns called on the president by
appointment during the day and discussed
the Texas situation at some length He
iave out nothing for publication regard
ng the interview
Cecil Lyon chairman of the Texas re
uiblican executive committee Is not now
expected to arrive until next Tuesday It
is generally understood that Lyon will
lttcmpt to help Burns in the effort to re-
establish Hawley It remains to be seen
whether Hawley himself will take a hand
to the extent of coming here to assist his
friends who are acknowledged to be trying
to help him It is understood Hawley
may possibly indorse Maris for reappoint-
ment as collector of customs at Browns
ville but that he will hardly try to bring
any influence to bear in favor of Drake
who is collector at Eagle Iass
None of the office holders who received
their appointment through the influence of
E H R Green need expect any assistance
from Hawley and Lyon They may be
good republicans and good officials but
the fact that they are Green men is
enough to make it certain that they will
be opposed by what remains of the Texas
organization Among the officials to whom
Hawley and his friends are said to be
particularly opposed are Postmasters Brush
of Austin and Clifford of San Antonio and
the postmaster at Hillaboro

been made to bring about the removal of
Webster Flanagan collector of Internal
revenue at Austin but it is said that the
president has decided not to act on the
matter just at present and that in the end
Flanagan may be reappointed There is
nothing definite about the matter yet how-
ever

the instance of whom the confirmation of
Wilbur Crawford as postmaster at Cam-

osition to sell thc Panama canal proper-
ties was submitted to the authorities here
today and It was made by M Boeufve
representing the company to Admiral
Walker as chairman of the Isthmian canal
commission M Boeufve acted under ca-
ble Instructions received today from the
Panama canal officials at Paris Admiral
Walker brought the proposition to the
knowledge of the secretary of state and
the president going directly to the state
department for that purpose
The submission of this offtr carries out
a plan which has been under considera-
tion for the last two weeks The first
step was taken when M Hutin retired
from the presidency of the Panama com-
pany This brought about an entire
change in the management the main fea-
ture of the change being that those in au-
thority desired to make a definite offer of
the Panama properties to this government
for 40000000 There have been numer-
ous meetings at Paris with this end in
view but the one which brought about the
final proposition was held yesterday It
had been the intention to make the offer
through Mr Edward Lampre secretary
general of the company who is due to ar-
rive at New York on the steamer LAqui
tatne tomorrow but the meeting appears
to have taken a view that the offer should
be made without waiting for the arrival of
ltf Lampre Accordingly the cabinet in-
structions were forwarded toM < Boeufve

the notification as delivered to Admiral
Walker was as follows
The Panama Canal company declares
itself ready to transfer to the government
of the United States on payment of 40
000000 its properties and concessions es-
timated at that amount by the isthmian
canal commission in conformity with tho
terms and conditions of the estimates of
said commission
Except to submit the proposition in the
foregoing terms there was no discussion
with Admiral Walker at to what further
steps were likely to be taken except to
bring tbo proposition to the attention of
the secretary of state and the president
Admiral Walker called at the state de-
partment at noon and communicated to
Secretary Hay the offer which M Boeufve
had submitted in behalf of the canalcom
pany The matter was soon after brought
to the attention of the president
It can be stated that the president will
communicate the proposition to congress
This course will be pursued because the
administration holds that the canal ques-
tion is now purely one for legislative de-
termination and thst as congress is about
to consider the subject it should have pos-
session of all the facts that have come to
the knowledge of the executive branch
The offer as made to Admiral Walker
and later communicated to the president
and secretary of state refers to the esti
mates of the Isthmian canal commissions
report This feature of the commissions
