Hurricanes Dolly/Ike Action Plan Amendment for Additional
Disaster Funding
Memorandum
FROM: Oralia Cardenas, Director, Disaster Recovery Program
The Office of Rural Community Affairs (ORCA) in cooperation with
the Texas Department of Housing and Community Affairs (TDHCA)
invites you to attend an upcoming public hearing to obtain comments
on a draft amendment (for the administration of over $1.7 billion) to
the current Plan for Disaster Recovery, U.S. Department of Housing
and Urban Development (HUD), Consolidated Security, Disaster As-
sistance, and Continuing Appropriation Act, 2009, Public Law 110-329
(Dolly/Ike Action Plan), document related to the issuance of Commu-
nity Development Block Grant (CDBG) Funding for Dolly/Ike disaster
relief efforts. Comments of the distribution of funding for "necessary
expenses related to disaster relief, long-term recovery, and restoration
of infrastructure, housing and economic revitalization in the areas af-
fected by hurricanes, floods, and other natural disasters occurring dur-
ing 2008" are requested at this time. This specifically includes com-
munities impacted by Hurricanes Dolly and Ike.
The first public hearing is scheduled for 9:00 a.m. to 11:00 a.m. on
Thursday, August 13, 2009 in the Auditorium (Room 102) of the Texas
AgriLife Research Center, 2415 East Hwy 83, Weslaco, Texas 78596.
Additional public hearings are being scheduled for the cities of Hous-
ton/Galveston and Jefferson/Trinity counties.
Under the proposed Action Plan amendment ORCA will request HUD
approve an amendment to the CDBG Dolly/Ike Action Plan disaster re-
lief efforts. ORCA encourages your comments and participation either
through attendance at a public hearing or in writing.

ASUNTO: Modificaci6n del Plan de Acci6n de subsidies por desastres
adicionales ocasionados por los huracanes Dolly/Ike
La Oficina de Asuntos Comunitarios Rurales (ORCA, por sus siglas en
ingle6s), en colaboraci6n con el Departamento de Vivienda y Asuntos
Comunitarios del Estado de Texas (TDHCA) lo invita a participar de
la pr6xima audiencia public a fin de recibir comentarios acerca de una
propuesta de modificaci6n (para la administraci6n de mas de US $1,7
mil millones) al actual Plan de Recuperaci6n ante Desastres, Departa-
mento de Vivienda y Desarrollo Urbano de los EE.UU. (HUD), Ley de
Seguridad Consolidada, Asistencia por Desastres y Asignaci6n Con-
tinua de 2009, (Ley Pufiblica 110-329), (Plan de Accion Dolly/Ike), que
es un documento relacionado con el financiamiento de Subsidios Glob-
ales para el Desarrollo Comunitario (CDBG) para intentar aliviar las
consecuencias del desastre Dolly/Ike. En esta oportunidad, se recibiran
comentarios sobre "los gastos necesarios para la compensaci6n por
desastres, la recuperaci6n a largo plazo, el restablecimiento de la in-
fraestructura, la vivienda y la revitalizaci6n econ6mica en areas afec-
tadas por huracanes, inundaciones y otros desastres naturales que tu-
vieron lugar en el afio 2008". Especificamente, quedan incluidas las

La primera audiencia public esta prevista para el jueves 13 de agosto
