\G Opinions
Atty. Gen. Waggoner Cnrr
lias ruled that:
—A county may not legally
operate a "translator system"
to bring TV to its people.
—Garza County cannot close
the county hospital, hut it may
lease or sell it.
—A prisoner "laying out’’
fine at $3 a day in the county
jail may not get credit on two
cases at the same time. In
other words, the two jail terms
follow each oilier instead of
running concurrently.

Redistricting Suit Filed
Nine Republicans filed a mo-
tiou to intervene in a federal
court challenge of constitution-
ality of the new congressional
redistrirting act.
They charged the Texas Leg-
islature failed to create 23 dis-
tricts nf equal population as or-
dered )>y the court in 198,3 and
that the redistricting act “con-
stitutes an extreme snd indeed
classic case of gerrymandering
against certain political and
metropolitan groups.”
Inequalities were cited in Dal-
las, Bexar, Jefferson, Orange,
Ector and Midland counties.
Districts, the new plantiffs
maintained, vary from 9.7 per-
cent above the average to 9.7
below. They asked the court to
apportion the state into proper
districts nfter an investigation
supervised hy a mastery in
ehaneery.
