Cont'd from P-1 a
the school system to go on a
shorter day would be out-
weighed by the amount of
energy used to cool the rooms in
the warmer months.
The Governor’s directives
provide that during periods of
extremely cold weather the
school board can adjust the
daily schedule to operate on a
four hour midday schedule or
the schools may be closed for
the entire day at the discretion
of the board.
Mircovich explained that this
would allow the schools to have
a day that begins several hours
later in the day and close after
four hours. He said he felt this
would not be necessary in
Ingleside’s case.
Schools operating on the four
hour midday schedule during
the emergency period will be
recognized by the Texas
Education Agency as meeting
all State standards and re-
quirements of law
The School Board also felt
that the four hour midday
schedule would not be neces-
sary but did decide that it could
take advantage of another
section of the Governors’
message which states that
schools closed because of
extremely cold weather for a
period not to exceed five days
during the three month emer-
gency period will not lose

days lost.
Mircovich said there are
times when the weather is had
during these months when
many students are out because
of illness and that during such
times there are not really
enough students to carry on
normal classes
He said the schools could take
advantage of the five days
allowed and dismiss classes on
those days when weather is bad
and attendance low Mircovich
was given authority by the
Board to decide when the
weather calls for cancellation of
classes
Mircovich told the Board that
the district could see if it could
get by without complying with
the early dismissal of students
as proposed by the Governor
and wait and see what happens
He said the Board would hear
from the Education Agency
within a few days after the
district’s report goes to the
Agency if they are going to have
to comply with early dismissal.
Other measures suggested by
the Governor and the Education
Agency and which the board
endorsed include a 15 percent
reduction in energy consump-
tion, setting of thermostats at 68
degrees during cold weather
and 78 during warm weather,
with the 76 degrees variation for
areas of high humidity.
The Board also agreed to set
all thermostats to 65 degrees a
half hour prior to departure of
students from a building and
resetting of the thermostat tcy>8
degrees one hour prior to tne
arrival of students in the
morning.
Other measures to be taken
include the scheduling of
student activities in the extent
possible, including athletic
events, in the afternoon during
the months of January, Fe-
bruary, and March, the turning
off of all unnecessary lighting,
closing off and reduction of heat
to the minimum in all portions
of buildings not necessary to the
instruction program, and where
possible, plan maintenance and
custodial work to be done
during the day rather than at
night
In addition to these directives
from the Governor the Board in
its report which will be
submitted to the Education
agency stated that schools will
keep all outside doors closed,
turn tennis courts lights off for
the three month period, cancel
long extra curricular trips, send
out one bus with three teams
instead of two buses for
basketball games, and cancel or
reduce field trips
The report received by the
Education Agency from the
various school districts in the
State will be used to provide
data necessary to plan a
program for next winter which
"the Governor believes, looms
now as a greater challenge than
the one facing the United States
in the months immediately
ahead,” according to the
message received by the
Ingleside district.
In other school business, the
Board discussed the evaluation
of teachers and principals.
