1-10 loop installation to start Monday

Beginning Monday, the Texas
Department of Transportation
(TxDOT) will begin a project on
Interstate 10 which will ultimately
monitor the speed of traffic.
Victor Tsai, public information
officer of TxDOT in Houston,
says installing the sensors, also
known as “loops” in the pave-
ment, will necessitate funneling
westbound traffic from three lanes
to one lane.
The loops will be installed in
mattress-size .groups extending
across the roadway. At soipe date
in the future, the traffic will be
tunneled to the other side of the
roadway, the outside lanes, to
facilitate installing the loops in the
inside pavement.
The good news is, according to
Tsai, that construction will only
begin at one location, and only
during hours in which the least
amount of traffic traveled Inter-
state 10. The cost of the project is
estimated at more than $6 million.
The site is in the westbound
lanes near the Crosby Lynchburg
Road exit on Interstate 10. Other
sites will at some point be utilized
for the loops.
They will be “placed at inter-
vals,” Tsai says. He said he does
not have information as to how
large those intervals are,, or when
construction on each of the other
sites will begin.
The times of funneling traffic
will be from 10 p.m. to 5 a.m.
Sunday through Thursday.
“It’s a night time project,” he
says. “We didn’t do it on the
weekend nights because there’s
more traffic then.” The installation
will begin March 8. The work is
scheduled for completion April 1.
Tsai says that is contingent on
good weather.
The loops will allow monitoring
of traffic speed, Tsai says.
“It won’t help if just one vehicle
is speeding, like an ambulance,”
he says. “But, if the traffic starts
to slow down in mass, like if there
is an accident or‘other emergency
situation, the message will be
relayed to the Trans Star opera-
tion.”
The Trans Star operation is a
venture utilizing the Computer-
ized Traffic Management System
(CTMS). The system alerts the
partnership agencies of TxDOT,
the Harris County Sheriff’s
Department, Metro and the city of
Houston of any change in traffic .
flow. Cameras are also placed on
some Houston freeways to deter-
mine the exact nature of the slow-
down.
Trans Star is located on the old
Katy Rdad, near Interstate 10
inside Loop 610 in the west side
of Houston.
Tsai says after the westbound
loops are installed, the eastbound
lanes will have loops installed.
He says he does not know the
date, but completion is scheduled
sometime during the fall of 1999.
Tsai says he believes the hours
of the construction will not render
significant tie-ups. However, peo-
ple seeking an alternate route may
wish to proceecf from Baytown to
Houston by taking the Fred Hart-
man Bridge to State Highway 225
westbound.
People north of Interstate 10,
may wish to travel Highway 90
east or west to get to locations in
those directions.

Candidates to vie for 13 board trustee positions
Baiters Hill ISD

Thirteen school board trustee
positions are up for election in five
school districts in Baytown,
Anahuac, Barbers Hill, Crosby and
Dayton.
Of these positions, eight incum-
bents had filed as of 2:30 p.m. Fri-
day. Five iftcumbents have not
filed. Only three challengers have
come forth to date.
In all cases, the deadline for fil-
ing is March 17 at 5 p.m. All elec-
tions are set for May 1.
Goose Creek ISD
Three single-member district
positions are up for election in the
Goose Creek Consolidated Inde- •
pendent School District (GCCISD)
trustee elections.
They are for Districts 2,3,6 and
7, ana are held currently by Rosa
Rodriguez, Weston Cotten, Jepp
Busch and David Havel, respec-
tively. Cotten is the only incumbent
•who has not filed to ddte. There
were no other candidates as of 2:30
p.m. Friday.
People wanting to run for the
trustee positions should go by the
GCCISD administration office,
1415 Market Street.
Anahuac ISD
In the Anahuac Independent
School District (AISD) trustee
elections, no one has filed for at-
laige Positions 3 and 4. Currently
holding position 3 is David
Kirkham. Position 4 is held by
Tom Burris. People wanting to file
can go by the AISD administration
building, 804 Cummings St..
Both incumbents have filed for
Barbers Hill Independent School
District (BHISD) trustee elections.
Positions 3 and 4 are Up for re-elec-
tion, and are currently held by
Mike Enoch and Benny May,
respectively.
People wanting to file for candi-
dacy should go by the BHISD

Crosby
Five people have filed for Cros-
by Independent School District
trustee positions. Richard Amador,
who currently holds at-large Posi-
tion 6, has filed for the re-election,

Chambers County Commis-
sioners are getting tired of pay-
ing about 40 different companies
for digital cellular service.
They will try at their meeting
Monday morning to narrow the
field to one.
They will then consider autho-
rizing bids for such a company.
Commissioners will also con-
sider re-appoinjment of Jim
Kirkham to the Chambers-Liber-
ty Counties Navigation District
Board. The board considers
issues dealing with Anahuac city
water and water for rice farmers.
The court will also consider:
• requiring all new job candi-
dates to have pre-employment
physicals;
• awarding a bid for 1999 road-
side mowing contract;
• authorizing construction of
the Anahuac Independent School
District parking lot, which AISD
pays for, but the county provides
for labor;
• advertising for a surplus
equipment sale;
• awarding bid for White’s Park
Pavilion;
• awarding bid for household
hazardous waste collection,
transportation and disposal ser-
vices;
• awarding bids for water well
installation;
• advertising for Chambers
County Resource and Recycling
Center building;
• authorizing bid for insecti-
cides for J 999.
The court will convene Mon-
day at 9:30 a.m. in the County
Courtroom, Anahuac.
