of industrial plants discharge
chemical wastes into rivers and
streams that provide our drink-
ing water. Many chemicals that
have not been adequately test-
ed for their effect on man are
added to food in order to pre-
serve, color, and flavor it.
A recent Railroad Commis-
sion survey shows that well
over five million barrels of salt
water are produced each day
in Texas oil drilling operations.
Some of that amount finds its
way into river systems and un-
derground water supplies, al-
tering the chemical quality of
the water.
More than a thousand million
pounds of chemical insecticides
are used annually throughout
the world in the cultivation of
fruits and vegetables. Some
three million pounds of gases
are discharged into the air of
a single large American city
each day by motor vehicles and
industry.
These are the new stresses
with which we must now con-
tend. Solutions will come slow-
ly and with difficulty. But they
will come.

Austin. — The State De-
partment of Health has been
engaged for many years in the
promotion of housing hygiene
because of the direct relation-
ship between insanitary hous-
ing conditions and the spread
of communicable diseases.
The Urban Renewal and Slum
Clearance Act of 1949 (amend-
ed in 1954) provided a means
for systematically attacking the
problem. The 55th Texas Leg-
islature provided the needed
State legislation.
The State Department of
Health was made the official
planning agency by act of the
Texas Legislature for city
planning programs undertaken
by cities with populations of
less than 25.000 according to
the 1950 census.
Since August, 1957 (the ef-
fective date) 18 Texas cities
have applied for planning as-
sistance under the urban plan-
ning assistance program. They
are Texas City, Rosenberg, La
Marque, Brownwood, Irving,
McAllen, Victoria, Edinburg,
Mesquite, Kleberg, Mission,
Deer Park, Grand Prairie, Den-
ton, Haltom City, Greenville,
Richmond and Donna.
The total cost of the planning
applied for its $504,456.50, over
$242,000 of which will be Fed-
eral matching funds. The re-
mainder of the planning funds
will be raised by the cities.
All these cities had less than
25,000 population acording to
the 1950 census, which is one
of the basic prerequisites under
the program. However, seven of
these cities — Texas City,
Brownwood, Irving, McAllen.
Victoria, Grand Prairie and
Denton — have present popu-
lations in excess of this figure.
Indications are that there are
other Texas cities now eligible
on the basis of the 1950 census
figure which will be ineligible
for the planning assistance after
1960.
Cities contemplating partici-
pation in the program are Lin-
den, Mineola, Quitman, and
Panhandle, although they have
initiated no active steps in that
direction as yet. Other cities
are working with a consultant,
and their applications will be
filed soon.
All cities with less than 25,-
000 population according to the
1950 census and who cannot
financially bear the entire cost
of planning are eligible to re-
ceive the aid offered by the
matching funds. The grant may
not exceed 50 percent of the
cost of the work for which they
are made, local funds making
up the remainder of the cost.

thusiasm, and his ability to pro-
ject an idea that Benedict was
invited as a teacher of the group
for a month. This was the first
time a non-professional had
been so honored. The League
has asked for his return next
season.
Benedict has painted the Red
Bird emblem, the college mas-
cot, on the new tennis courts,
has had work chosen for a port-
folio at one of Beaumont’s lead-
ing art stores, designed a cover
for an area school magazine,
and entered excellent work in
the Lamar Art Department ex-
hibitions at the Beaumont Mu-
seum and the Gates Gallery at
Port Arthur. Much of his recent
work shows the influence of
Mexico. He was one of thirty-
four students from the art de-
partment who took a field trip
to Mexico City in November.
The tour included side trips to
Guernavaca and Taxco.
Benedict’s silk screen design
was chosen to be published in
a new campus magazine “Pre-
centor” when it makes its ini-
tial appearance at Easter. From
this design 1000 copies were
silk screened to be inserted in
the center of the magazine that
each subscriber might have an
original piece of art work.
The most recent honors given
Benedict were at a Southwest-
ern Regional Conference of
Kappa Pi, held in Nacogdoches
at Stephen F. Austin State Col-
lege. There were four states
represented. Twenty five stu-
dents from Lamar College at-
tended. Each chapter exhibited
art work. Lowell Collins, head
of the art department of Hous-
ton University was judge. Ben-
edict won first prize wjth an
ink sketch.' His work was prais-
ed by the judge. At the banquet
held the last night of the con-
ference Benedict was announc-
ed as first prize winner and
oresented with a completely
outfitted artists’s oil painting
box by Grumbacher. The Lamar

himself is an honorary member

Despite all the creative art
work Benedict has accomplish-
ed, he was this term listed on
the Dean’s Ijonor roll, an honor
reserved for those who attain

The family moved to Shiner
in 1896 where the father be-
came

21, 1943. He was postmaster in
Shiner two years and was con-
nected with the C. H. Flato in-
terests until 1900. The family
was prominent and represen-
tative of the pioneer days of
this community.
It was in Shiner that Leslie
spent his boyhood and early
education, graduating from
Shiner High School with the
class of 1912. In 1916 he re-
ceived his Degree from. South-
western University, George-
town, and graduated from the
University Law School in 1922.
In the same year he was ad-
mitted to the bar.
He resided in Yoakum seven
years prior to locating in San
Antonio. He was city attorney
of Yoakum during his practice
of law in that city.
L. C. Merrem and Imogene
Edgar were married in San An-
tonio November 26, 1925.
His scholarly attainments and
superb oratorical ability soon
won for him an enviable repu-
tation in his permanently
adopted home. He entered the
service of his country in World
War I, and was past command-
er of Alamo Post No. 2, Ameri-
can Legion, a member of the
Bexar County, Texas, American
Bar Association and of the First
Presbyterian Church. He was
the senior lay member of the
St. Mary’s University faculty
where he was Professor of Law-
in St. Mary’s University School
of Law for 25 years.
Brief, but spiritually uplift-
ing services were held from the
Porter Loring Chapel, San An-
tonio, Good Friday, April 4 at
3:30 p.m., with his pastor Dr.
George Mange and Dr. Kenneth
Copeland of Travis Park Meth-
odist Church officiating. Soft,
consoling sacred music was
played by the organist through-
out the Service, with only one
song, “In The Garden,” sung by
the chapel soloist.
Mr. Merrem had expressed
appreciation of the sentiment of
flowers, but he requested no
flowers, instead a tribute to
charity of one’s special choice.
Notwithstanding this request,
the floral offerings were gor-
geous beyond description, evi-
dencing the love and esteem in
which he was held.
Survivors include his wife; a
son, Leslie C. Merrem Jr.;, a .sis-
ter, Miss Mabel Merrem, Shi-
ner; a brother, W. E. Merrem,
Houston.
Preceding him to the grave
were his parents and a brother,
Edgar L. Merrem.
. Interment was in Mission
Burial Park, San Antonio.
Named as casket attendants
were Carl Welhausen, Yoakum;
Roland Arnold, Ernest Raba,
Raymond Gerhardt, Forney
Nowlip, Pat Legan.
In the March 20 issue of The
Gazette a full account of a tes-
timonial banquet and silver
gift honoring Mr. Merrem’s sil-
ver anniversary on completion
of 25 years teaching in St.
Mary’s University was carried
in full with his latest photo-
graph, also at this time a tri-
bute from his old home town
newspaper.
So often one never knows
what is spoken of them as tri-
butes are withheld until one
slips into the sunset to the life
beyond.
Leslie Merrem heard these
eulogies of appreciation with a
grateful heart and in humble-
ness of spirit, so typical of him.
Every good life is a sermon
and a prayer, Leslie lived true
to life’s purpose. He will be
numbered among rare people
that God sends to the earth now
and then who leave their foot
prints on the sands of time.
Over the years he developed
a warm unforgettable person-
ality- that brought brightness,
strength and heartening cour-
age to his students and all who
passed his way.
Countless ones mourn his un-
timely passing, yet death is our
only passport to eternal life.
One must realize that God gave
us life and it is His to take.
These partings come to all who
travel through the years and
when the fever of life is over
all will say, “Thy will is best.”
