was duly elected without opposition,
he has no one to certify hi§ election
to the proper authorities and to de-
clare him officially the nominee.!
The situatio nis rather remarkable
and results, from the fact that this
flotorial district is without a chair-
man fro its executive committee.-
Under-ordinary circumstances It Is
the duty of this Individual to certify
thQ result, when the candidate has
no opposition, and declare him the
nominee.
This certification goes t» the coun-
ty clerk of each county in the' dvs»-
trict,’ who in turn certifies the re-
sult to the secretary of state. If two
dr more, candidates spire tb the of-
fice, though one is given a plurality
vote in the prlmiry, a convention
must be held to canvas the returns
and certify the result, just as in ju-
dicial and congresslona' districts.
But, as ha$ been stated, in cases in
which a candidate had. no opposition
there is no necessity of a conven-'
tion, but the chairman of the district
nhiet certify the result and declareA.r------V-
ed about the work of the jury. Act-
ing under the instructions of the
law he called attention to the local
option law and the election laws,
warning tta jury to. give special at-
tention Io these two laws. Special
stress was put on the law against
false swearing and the members of
the grand jury were urged to make
most careful search for violations of
this. /
