We have today a communication
from the Commercial Club at Gaines-

ing an interurban from Gainesville
to Denton. Gainesville has long tried
to secure an interurban line from
Gainesville to Denison which would
give them a Dallas connection. While
this matter has been previously gone
over with Gainesville, at that time
they had the Denison idea on and
took no action.

building matt-ria), there was fear
that the delay would prevent school
'peutng on time the first Monday in
September. But when the material
finally came Contractor JoJinson put
on an extra force of men at work to
make up for it. How well he sui-
ceeded is shown by the fact that to-
morrow night will see the big roof
finally on. The walls were finished
some days ago'and w ith the comple-
tion of the roof work there remains
only the inside work to be done.
Tills is very , slow work, however,
in a building of this size, but more
men will be put to work as soon as
they can be used and no effort
spared to put the finishing touches
a week or more before tfie school is
ready to open.
Outside of the contractor's work
however, a great deal is to be done
to the grounds, me fire, the wreck-
ing and the building work have put
the playgrounds in a very bad con-
dition and all the debris will have
to be cleared away by the School
board before the grounds are pre-
sentable. Work on this part, howev-
er. can be started as soon as desired
and it is believed the repairs and
clean-up work can be done without
delay to the school.

Using as a setting one of the strangest corners of the world, taking
his characters from several parts of
theme of original texture, the author
lature in the making of laws, it can |
only be x hanged by a direct vote of !
tlie people. Changes in the constitu-
tion are proposed by the legislature
and are introduced in the form of
resolutions which must be adopted
by a two-thirds vote of botli branches
of the legislature before they can be
submitted to the people for adoption
or rejection. There are always many
suggestions to each legislature for
changes in the constitution and ev-
ery session usually submits several
tor consideration. Many good amend-
ments to the constitution are turned
down because the voters refuse to
inform themselves and take too lit-
tle interest to vote intelligently.
Many people make it a rule to vote
against all constitutional amend-
ments without stopping to consider
whether they are good or bad.
On Tuesday, August 3rd. three pro-
pose! amendments to the state con-
stitution are to be voted upon by the
qualified voters of Texas and since
the ballot is one of the most sacred
rights and responsible duties of citi-
zenship every voter should carefully
inform mmself as to the amendments
and vote one way or the other. The
Chronicle has, in accordance with
the requirements of the constitution,
published for four times the propos-
ed amendments but that the matter
may be placed before the voters in
a more simplified form the following
explanation is given for them:
The first amendments is in regard
to the formation of school districts.
If adopted it will permit the forma-
tion of school districts embracing
territory in more than one county.
The courts have held that under the
constitution, as it is at present dis-
tricts embracing territory from more
than one county are illegally formed
and that bonds issued to erect build-
ings in such districts are illegal. The
adoption of this amendment will
save confusion on county boundary
lines in the future. The form of
ballot will be; ■'For the amendment
to Section 3 of Artcle 7 of the Con-
stitution in regard to the formation
and taxing power of school districts,”
and against the same.
The next proposed amendment is
adding a new section to Article 7
of the constitution which, if adopt-
ed, will validate the outstanding
bonds of school districts that em-
braces parts of more than one coun-
ty. bonds that have been issued and
which have been declared illegal un-
der the section of the < onstitution
referred to above and which the
mentioned
amendment seeks to change,
adoption of this amendment is
great importance as many
were issued for districts that
braced sections of more than
county before the courts had
st rued the section as applying alone
to districts all in one county. The
form of ballot for this amendment
will be: "For the amendment to Ar-
ticle 7 of the constitution validating
school districts and school district
bonds,” and against” the proposi-
tion..
'i ite next proposed amendment is
to authorize cities with a jiopulation
of more than 5000 to Incorporate
by special act of the legislature. Un-
der the constitution as It is at pres-
ent all towns under 10(000 popula-
tion must be incorporated under the
general law and all towns over 10,-
000 may have charters granted by
special act of the legHlature which
gives them special privileges. The
proposed amendment seeks to give
town* over 5,000 the right to hare
charters granted by special act of the
legislature. The form of ballot for
this amendment will be: For the
amendment to Article 11, Sections 4
