The contracts are for only 2.4
percent of the water the LCRA has
committed in interruptible and firm
contracts. The customers are located
along the Highland Lakes and the
downstream portion of the river.
"The reservoirs are not at criti-
cally low elevations, but we're
never sure when a drought begins,"
said Gene Richardson, executive di-
rector of LCRA Water Resources.
"We require conservation programs
by all of our water customers. We
take very seriously our responsibil-
ity to observe approved processes
for making every effort to conserve
stored water during dry periods."

rigation, primarily of golf courses
and other landscaping, with a total
of 1,828 acre-feet of water. One
contract is for 77 acre-feet for live-
stock and domestic purposes, (an
acre-foot is approximately 325,000
gallons of waler.) These contracts
were also curtailed last year.
Under LCRA policy, the agency
can interrupt delivery of water on
these contracts if the elevations of
Lake Buchanan and Lake Travis are
below 94 percent of capacity as of
January 1 of any year. The lakes
currently are at 81 percent of capac-
ity.

cision on curtailment is based on

Hill Country Heritage Associa-
tion, a Regional Chapter of Trans
Texas Heritage Association, has
undertaken the issue of property
rights being affected by Home Rule
Cities chartered in the State of
Texas. As a result of a proposed
annexation of over 330 acres by the
City of Fredericksburg, was passed
last Monday, Nov. 14, HCHA had
been working and discussing this
issue with state representatives, the
Texas Farm Bureau, attorneys and
other property rights organizations.
The intent is to introduce legisla-
tion in the 1995 legislative session
to review and perhaps curtail some
of the powers granted to home rule
cities.
Home Rule Cities presently can
annex up to 10% of their existing
acreage annually. Reportedly, there
are only 33 cities in the state of
Texas with over 5,000 population
that are not Home Rule in Texas.
This virtual "open-checkbook"
granted to cities allows them to an-
nex land before its occupants have a
vote on the annexation. Many
property rights are immediately
curtailed if not eliminated
"overnight." Agricultural interests
such as 4H and FFA projects,
farming practices, commercial, in-
dustrial and private businesses are
imposed with mandates by existing
Codes, Ordinances, and Regulations
which may be unbearable.
As each Home Rule City annexes
land across the state of Texas, the
rights and uses of this land are af-
fected. The cumulative effect is
greater government control and ur-
ban growth with less private and
free enterprise control.
Hill Country Heritage Associa-
tion continues daily to educate and
inform members and the public and
to stimulate public awareness of
issues that affect the Hill Country.
One primary goal is to encourage
members and the-public the need to
actively participate in'the political
processes that affect the Hill
Country and to reduce the burden of
Federal, State, and Local
Government.
The Llano Junior High School
held its first-ever induction
ceremony for the National Junior
Honor Society last week in the
junior high cafeteria.
Several proud parents were on
hand as teachers challenged the
students to continue their roles as
leaders among their peers.
To be eligible for membership
consideration, students must have a
cumulative grade point average of
93. Additionally, potential
members must meet high standards
of leadership, service, character, and
citizenship. Members of the

Plan, approved by the Texas Natu-
ral Resources Conservation Com-
mission.
Under the requirements of the
plan, interruptible waler may be
sold only to the four irrigation dis-
tricts in counties near the Gulf of
Mexico when the elevations drop
below 94 percent. The crops irri-
gated include rice, grain and turf
grass.
Firm contracts are held by cities
and municipal utility districts that
supply drinking water and by farm-
ers and ranchers who have senior
water rights with priorities on
Highland Lakes water.
