PEARSALL - As you know,
the City of Pearsall has closed its
landfill (dump ground). Atascosa
has also closed their landfill In

fills are facing closure by October
9. 1993.
All this is occurring because of
the new landfill requirements un-
der Subtitle D regulations of the
U.S. Environmental Protection
Agency (EPA) to be implemented
by the Texas Water Commission
which is the State agency respon-
sible for the enforcement of the
regulations.
These new regulations have
been implemented to eliminate
health and environmental risks as-
sociated with landfill sites and op-
eration practices. Under the new
rules, existing landfills in opera-
tion after October 9, 1993 must

comply with all new regulations in
their daily operation and must com-
ply with the post closure require-
ments of having to monitor the
landfill site and groundwater for 30
y ears after it closes. Additionally,
landfill operators must show finan-
cial accountability to correct any
violation should the landfill cause
contamination to the water supply
of the environment.
To meet the Subtitle D regula-
tions will be very expensive It is
estimated that a landfill must ser-
vice a population ofbctvvccn 70,000
to 100,000 in order for it to be cost
effective.
In January 1993. Frio, Atascosa,
and Medina Counties formed the
AFM Tri-County Solid Waste Man-
agement Agency through an
intergovernmental agreement

The Pearsall 4-H Club is proud to
announce that Clayion Overstreet,
Dana Trevino, and Justin Hunter
Frio County 4-H Horse Club, of the
junior division, placed first in
Boerne. May 8 at the Horse Bowl
District Contest.
Our club is equally as proud of
Sherrie Stacy, Calvin T. Varnon III
and Christine Overstreet for also
placing first in the senior division
Horse Bowl District Contest.
The State Horse Bowl Contest
w ill be held at Texas A&M on June
7-11 We would like to wish them
lots of luck.
The horse bow l is a contest based
on know ledge of the horse.

is. wine coolers contain 5.1% alco-

kids in grades 8 through 12. More
kids have actually used wine cool-
ers than either beer, cigarettes,
marijuana, or liquor

The new gateway drug ...
Wine coolers
What is a "gateway" drug, you
may ask. and with the new lingo
of the 1990's, some folks wouldn't
know how to explain it! A gateway
drug is a drug that is commonly
chosen by youngsters, then leads to
harder drugs Cigarettes area gate-
way drug for many children, giving
the child a false feeling of being
older than hc/shc is. Most drug
addicts today will tell you that their
first use of chemicals began with
cigarettes or alchol. and usually the
alcohol came in the form of beer vs
harder liquor
Most children watch the adver-
tisements on television in which
adults and teenagers arc having a
good time, and wine coolers arc
portrayed as part of that good time
Children are constantly given the
message that the rich, best looking,
popular people sip bright colored,
fruit tasting, chillcdappcaring, wine
coolers. Kids may not realize wine
coolers are alcoholic, or if they do
