Those in official circles who have,

unless Govemnor Davis was offered
another post of rank and prestige
commensurate with those he has
held he might remain indefinitely

WASHINGTON, June 16.———
There are lots of new things about
the weather.
Net very ong ago the only means
we had of studying the air above
us was to-climb a hill or mountain
with our weather instruments.
;' After that kites were equipped
with registering insttuments. Now
the aviator takes the instruments
up.
Sometime*, though, it isn't prac-
ticable, for the aviator to make his
weather flight and so for this rea-
bon, and others besides, two entire-
jy different devices for gettin 3 in-
fermation about the state of the
free upper air exe now being de-
veloped
One of these is the rocket which
can be used not only for explorin';

also the uppr air perhaps to the

Surely this_woua seem to de going
the limit, but I tan’LThere is a
gas with stranze properties in the
atmosphere, miles beyond the ut-
mbst reach of the lightest balloon
that is now being carefully studied
We can not get at it to measure it
directly, but we can estimate its
aiount by its action on light* from
the sun. moon or stars.
There is net much of it, this pun-
gent gas we call czone, but that nit-
tie is of the utmost consequence.
But for its presence every eye
would go blind with the consequent
flcod cf ultra-Violet light that theh
would reach the earth from the
sun. On the other hand, if it existed
in a much larger amount, enouzh,
say, to make a layer of gas, as
dense as the air in which we Ave,
even so little as one inch thick, few
infants, human or animal, proba-
bly would be born and they would
die of the rickets.
In the line of applied meteorology,
aviation is requiring and receiving
increasingly irequent, detailed and
accurate information as.’to the ex-
isting and prospective states of the
atmcsphere, especially in respect to
wind, cloudy fogs visibility and
temperature. Noris this study con-

After tracing the causes ol the
depresstan to the World War and
its resultant high taxes, huge ar-
maments, and political instability,
Mr. Hoover declared that the peo-
ple of the country should take to
heart lessons to be learned from its
many phases.
"From the experience of this de-
presslon," he said. “Will come not
only a greatly sobered and. more em-
clent economic system than We pos-
sessed two years ago but a greater
knowledge of its weaknesses,"
- Some of the weaknesses be listed
were: inability of the Federal Re-
serve system to prevent diversion of
large sums into “wasteful specula-
tion and stock promotion”; inabil-
ity cf some banks to give proper
protection to depositors; use of
commodity and security exchanges
for "Illegitimate speculation*"; the
dumping of stocks and real estate
on a falling market to avoid pay-
ment of capital gaim taxes: and
inequalities placed cn farmers and
home owners by Federal and local
